Bribe-seeking Abia NSCDC officer shoots dead commercial driver

A commercial vehicle driver, Amobi Igwe, was on Wednesday killed by a trigger-happy officer of the Nigeria Security and Civil Defence Corps, Eke Richard.

The incident happened at the tollgate area of the Umuahia-Aba Expressway in Umuikea, Isialangwa South Local Government Area of Abia State around 7.10am, while the victim was conveying food items, like rice and tomatoes, to Aba.

The NSCDC officer was alleged to have demanded a bribe from the driver, who reportedly refused to part with any money.

Richard was alleged to have aimed his rifle at the driver and threatened to shoot him if he refused to hand over the key of the vehicle to him.

Sources said the middle-aged driver demanded to know his offence, but the NSCDC officer allegedly shot him at a close range and ran into the police station near the Umuikaa junction to escape mob attack.

The state Commandant of the NSCDC, A. C. Nwannukwu, confirmed the incident in a statement, stating that the driver from Ishiagu in Ebonyi State, was not conveying foodstuffs and allegedly refused to stop when asked to do so.

According to him, Amobi sped off dangerously, skidded over the barricade and brushed the officer with the car.

Nwannukwu added that at that point, Richard fired at the vehicle’s tyres, but “unfortunately, the bullet strayed and hit the driver, leaving him seriously wounded. He was subsequently rushed to a nearby hospital, where he was confirmed dead.”

Meanwhile, the Coalition of South-East Youth Leaders has demanded the immediate arrest, dismissal and prosecution of Richard, describing his action as “barbaric and wicked.”

“We condemn in the strongest term the killing of the driver by the NSCDC operative. We demand the immediate dismissal, arrest and prosecution of the NSCDC personnel and the team that caused the untimely death of this young man, who had a family and children to take care of,” the group said in a statement by its President-General and Secretary-General, Goodluck Ibem and Kanice Igwe, respectively.

Similarly, the police in Anambra State allegedly killed two persons, while enforcing the lockdown order in the state on Tuesday.

The incident happened at the New Tire Market Area of Nkpor in the Idemili North Local Government Area of the state.

An eyewitness told PUNCH Metro that one of the victims died on the spot, while the other passed away while being rushed to an undisclosed hospital.

The incident triggered a protest by residents, who blocked the New Tire Market of the Onitsha-Enugu Expressway and made bonfires.

Vehicular and human movement to and from Onitsha from the Nkpor area were affected for several hours.

A resident told one of our correspondents that trouble started when the policemen on patrol ordered some youths at a pub to disperse.

The resident said, “The youth told the policemen that the place was their residence and questioned why they should be ordered into their rooms.

“They asked the police if the restriction on movement involved people not coming out in front of their houses to relax.

“The question angered the policemen and they started threatening to shoot; the situation became tensed and attracted a crowd.

“The youth insisted that since they were in front of their residences, the police could not force them into their rooms, particularly when there was no power supply.

“At that point, the policemen opened fire on them and rushed into their patrol van and zoomed off when they saw the lifeless bodies of their victims on the ground.”

When contacted, the Police Public Relations Officer in the state, Haruna Mohammed, confirmed the incident.

He described the development as an unprovoked attack on the police patrol team.

Mohammed stated, “It was an unprovoked attack on the police patrol team with substances suspected to be acid by some miscreants in the area.

“They snatched the rifle of a policeman after pouring acid on him, which prompted the other policemen to use force to retrieve the rifle.”

Haruna said efforts were ongoing to restore peace in the area.

Tinubu Urges Government To Pay Relief Funds Through BVN

National Leader of All Progressives Congress (APC), Bola Tinubu, has urged the Federal Government to make cash payments to households through Bank Verification Numbers (BVN) to cushion the effects of COVID-19 pandemic on Nigerians.

Tinubu gave the advice in a statement issued in Lagos on Wednesday.

He said payments could be made quickly by using the BVN of prospective recipients to make direct deposits into individual bank accounts.

The APC leader said the use of BVN would also be safer and not lead to the types of violence and crime that might follow physical cash transfers.

Tinubu said this would even encourage those without bank accounts to establish such accounts and this process would further bring millions of people into formal banking.

“The money-less family still needs food, water, shelter and, to a lesser degree, utilities. In a compassionate society, they should not be made to do without.

“Most families need relief. If relief is not forthcoming, these families risk hunger and its attendant suffering and woes,” Tinubu said.

He said the palliative measures would blunt hunger, maintain aggregate demand in the domestic economy and help sustain private-sector markets to the extent possible.

Tinubu explained that such payments could be done in either one or in a combination of three ways.

He said: “First, we can designate a stipend for every household. The amount should be enough to pay for the monthly needs of an “average” household for food and other basics.

“While this may somewhat penalise larger families, perfection cannot be had at this time.

“Second, the stipends could be given as a form of emergency unemployment insurance to those who can prove they were relieved of employment due to the crisis.

“This will be more targeted at the actual victims of the crisis but harder to administer. This stipend will also have to be extended to owners of small and medium-sized businesses.

“Third, the government can render some form of payroll support to companies and businesses that seek to retain workers albeit they may not be fully employed.

“The stipend can help companies stay in operation while maintaining workers on their payroll. By maintaining workers, the company can more swiftly return to full operation when normalcy returns.”

Tinubu said payment of these stipends would require hiring additional government workers to augment the existing bureaucracies to implement that programme.

According to him, this administrative requirement will help boost employment and aggregate consumer demand.

He said that activating Trader-moni and other programmes would help many small-scale traders but not the average wage earner who just lost his job.

Coronavirus: Doctor in his 70s at Kingston Hospital dies

A doctor who specialised in treating the elderly has died after testing positive for Covid-19.

Dr Anton Sebastianpillai, who was in his 70s, died on Saturday, four days after being admitted to Kingston Hospital.

The consultant geriatrician, who qualified as a doctor in Sri Lanka in 1967, had a long association with the hospital in south-west London.

Kingston Hospital NHS Foundation Trust said he had last worked on 20 March.

It had previously been reported that Dr Sebastianpillai had retired, but the BBC has been told this was not the case.

“It is with great sadness that I confirm the death of a consultant geriatrician who was part of the team at Kingston Hospital,” a trust spokeswoman said.

“Dr Anton Sebastianpillai died on Saturday having been cared for in the hospital’s intensive care unit since 31 March.

“We would like to extend our sincere condolences to his family.”

‘Hugely respected’

Dr Sebastianpillai trained at the Peradeniya Medical School in Sri Lanka and qualified in 1967, according to the institution.

In an obituary notice, he was referred to as a “distinguished alumnus”.

In a tweet, acting Liberal Democrat leader Ed Davey said Dr Sebastianpillai’s death was “very sad news” and he had been “privileged” to meet the “hugely respected” consultant and author.

Nigerian Doctor Dies of COVID-19 in Lagos.

A medical doctor in Lagos, Emeka Chugbo, has become the first health worker in Nigeria to be killed by COVID-19 after he contracted the virus from a patient he was treating.

The doctor, who died at the Lagos University Teaching Hospital on Wednesday after being rushed to the facility on Monday, was said to have managed a COVID-19 patient at a private hospital where he was working.

The patient he was treating died on April 3.

Confirming the report, Chief Medical Director, LUTH, Prof Chris Bode, said the doctor was rushed to the facility after he showed severe signs of the virus.
The Nigerian Medical Association also confirmed the death of the doctor.

“Until his death, he was a private medical practitioner, who was exposed to a confirmed case of COVID-19.

“We condole with his immediate family and members of the medical community for this painful loss,” the NMA said.

57,000 COVID-19 Cases Imminent In Kaduna State - Government

In Kaduna State, the state government expressed concern that coronavirus cases in the state could rise to 57,000, if residents continued to violate its lockdown order.

The state Task Force on COVID-19, which expressed the fear on Monday, said the risk assessment of the pandemic was troubling and could be up to 57,000 new cases, if there was no effective enforcement and implementation of the lockdown order.

The task force was reacting to the sixth confirmed COVID-19 case, a security guard, who returned to the state from Lagos by bus.

The Task Force Leader and Commissioner for Internal Security and Home Affairs, Samuel Aruwan, in an interview with journalists, said it was important for people to observe the lockdown.

He said, “With the pandemic gradually spreading to neighbouring states coupled with the sixth imported case from far away Lagos into Kaduna, we are not happy that the safe corridor provided for travellers has been serially abused since the lockdown was imposed, as people from elsewhere have been coming into Kaduna in droves in violation of the quarantine order.”

The Central Bank of Nigeria says interested stakeholders must meet its set criteria to access its N50bn intervention loans for small and medium scale enterprises.

The CBN introduced the N50bn Targeted Credit Facility as a stimulus package to support households and Micro, Small and Medium Enterprises affected by the COVID-19 pandemic, and guidelines to access the funds.

To access, it stated that, “Eligible households or MSMEs shall submit applications directly to NIRSAL Microfinance Bank; and the application must, among others, contain BVN number, business registration (where applicable) and business plan with clear evidence of the opportunity or adverse impact as a result of COVID-19 pandemic.

“NMFB shall appraise and conduct due diligence applications; upon satisfactory appraisal of application, NMFB shall forward the applications to the CBN for final approval; and CBN reviews applications and gives final approval for disbursement to NMFB.”

The bank stated that eligible participants were households and existing enterprises with verifiable evidence of business activities adversely affected as a result of the COVID-19 pandemic; and enterprises with bankable plans to take advantage of opportunities arising from the COVID-19 pandemic.

Activities covered under the guidelines include agricultural value chain activities, hospitality (accommodation and food services), health (pharmaceuticals and medical supplies), airline service providers, manufacturing/value addition, trading, and any other income generating activities as may be prescribed by the CBN.

It stated that the eligible participating financial institution for the scheme was NIRSAL Microfinance Bank.

The CBN said the loan amount would be determined based on the activity, cashflow and industry/segment size of beneficiary, subject to a maximum of N25m for SMEs; and households could access a maximum of N3m.

It stated that working capital would be a maximum of 25 per cent of the average of the previous three years’ annual turnover (where the enterprise was not up to three years in operation, 25 per cent of the previous year’s turnover would suffice).

It added that interest rate under the intervention would be five per cent per annum (all inclusive) up to 28th February 2021 and thereafter, the interest on the facility would revert to nine per cent (all inclusive) as from 1st March 2021.

The regulator stated that working capital would be for a maximum period of one year, with no option for rollover, while term loan would have a maximum tenor of not more than three years with, at least, one year moratorium.

It stated that the collateral to be pledged by beneficiaries under the programme must be acceptable by NIRSAL MFB, but may include any one or more of others which are moveable assets duly registered on the National Collateral Registry; simple deposit of title documents, in perfectible state; and deed of debenture (for stocks), in perfectible state.

Others were irrevocable domiciliation of proceeds; two acceptable guarantors; personal guarantee of the promoter of the business; life insurance of the key-man, with NMFB noted as the first loss payee; and comprehensive insurance over the asset.

Pastor Dies Of COVID-19 Days After Saying God Is Larger Than Coronavirus

A pastor has died from coronavirus after claiming “god is larger than this dreaded virus”.

Bishop Gerald Glenn died just days after testing positive for Covid-19.

Before he was diagnosed with the virus, Glenn addressed a congregation New Deliverance Evangelistic Church in Richmond, Virginia.

The state banned gatherings of ten or more people 24 hours later.

Glenn had diverticulitis, which inflames the intestines, according to daughter Mar-Gerie Crawley, who said it was not unusual for him to have fevers.

But his health worsened last Sunday and was put on a ventilator in hospital.

“They did the COVID-19 test on him and we got it back that day and it was positive,” Crawley told local station WVTVR.

Glenn passed away on Saturday night. Mar-Gerie is now calling on people to stay indoors.

“It becomes very real to you,” she said. “I just beg people to understand the severity and the seriousness of this, because people are saying it’s not just about us, it’s about everyone around us.”

Glenn’s wife, Marcietia, has also tested positive for the virus.

The US overtook Italy on Saturday with the highest number of coronavirus deaths.

More than 21,600 have died from the disease in the country, with 551,000 confirmed cases.

The US also become the first country in the world to report more than 2,000 coronavirus deaths in a single day.

New figures show 2,108 deaths were recorded on Good Friday and the country’s infection total surpassed half a million.

New York has the worst outbreak inside the US, with almost 175,000 confirmed cases and more than 5,800 deaths in New York City alone, according to the latest tally by Johns Hopkins University.

Nigeria’s President Muhammadu Buhari has extended the lockdown in Abuja, Lagos and Ogun states for another 14 days, as cases of coronavirus in the country continue to rise.

“Our approach to the virus remains in 2 steps – First, to protect the lives of our fellow Nigerians and residents living here and second, to preserve the livelihoods of workers and business owners,” buhari said in a national broadcast on Monday evening.

“With this in mind and having carefully considered the briefings and Report from the Presidential Task Force and the various options offered, it has become necessary to extend the current restriction of movement in Lagos and Ogun States as well as the FCT for another 14 days effective from 11:59 pm on Monday, 13th of April, 2020. I am therefore once again asking you all to work with Government in this fight.”
