As opined by Blinder, central banking is a dark art which requires a useful scientific approach, and we can agree that it requires more than previous banking experience to lead the institution. The current central bank of Nigeria (CBN) Governor has not been successful in implementing a naira regime since he was appointed in 2014. One will not disagree that he met an inefficient and complicated system, and has also been inconsistent with currency regimes.

The persistently low oil prices have limited the inflow of foreign exchange into the Nigerian economy. It has created a hole in the country’s budget, given the sector accounts for about 65% of the government’s revenue. The coronavirus pandemic has added to the problem which has pushed the country to obtain several types of external loans and funding, as the viable way to fund its budget. It is not a secret that the government has been borrowing to fund growth after a 2016 recession. It has been weakening its currency as pressure from concessionary lenders mount. In the private sector, remittance from abroad has also declined. Remittance is second to oil revenue and more than foreign direct and portfolio investments in the country.

The weakening in the value of the naira is a response to the declining oil prices, the pressure from external lenders, and shortages of US dollar. The weakening of the naira was called depreciation by the CBN, while Goldman Sachs claimed it is a devaluation. The two names are used to differentiate what type of currency regime a country is adopting. Thus, a wide confusion about who to believe regarding what currency regime the CBN is adopting.

Every country manages its currency, usually through its central bank, in the foreign exchange market by adopting one of the three exchange regimes: fixed exchange rate regime, floating exchange rate regime, and managed floating regime. If the CBN were operating the fixed exchange rate regime, they would use devaluation and revaluation as the official changes to value the naira relative to other currencies.

If the CBN were operating a floating (flexible) exchange rate regime, the market forces would be allowed to generate changes in the value of the naira, as the naira depreciated or appreciated. The CBN adopted this currency regime in 2016 and is still recovering from the bitter experience.

There is also the managed floating currency regime, which is similar to the floating exchange rate regime, but with a lower degree of flexibility. In 2019, the CBN report to be adopting this system. Under this regime, the central bank regularly intervenes in the foreign exchange market to change the floating direction of the naira, and to support its balance of payments in during volatile periods. This type of regime is also called a dirty float exchange rate regime. The name might have been derived from the charter by International Monetary Fund (IMF) for its members to refrain from “controlling exchange rates to gain an unfair competitive advantage over other members.”

The mash things up, the CBN operates a dual exchange rate market following that adopts one of the three regimes above, namely: the official currency market and the parallel currency market. The parallel market is designed for every transaction in the economy except those classified under the official. On average, the parallel currency rates are 20% above the official market rate. The rates are set based on bids from the (un)liberalised Bureau de Change operators, who are an additional burden to the system. The official market is designed for special purposes like paying for medical bills, tuition fees, religious pilgrimage, and imports for specific items.

The implementation of these multiple regimes is significantly costly for the apex bank and the commercial banks. It can also be an avenue for illegal round-tripping. The system is unclear and complicated. It is creating confusion for foreign investors, external lenders, and Nigerians who remit money from abroad. In April, after getting the approval for the IMF emergency funding, the Governor promised to unify the country’s exchange rates, but no action has been taken since then.

Currently, the country is faced with a persistent shortage of dollars in the official and parallel currency markets. The government is also looking for other avenues to increase the foreign exchange inflow. Like the unpopular CBN policy of ensuring export sales are repatriated and sold at the official market rate. Overall, one can assume the country is not willing to spend its foreign reserve to manage-float its currency. It means the naira must be weakened to a level that it is able and willing to support with its foreign exchange reserves. It is why Goldman Sachs reported the news of devaluation. However, the timing and the extent to which the CBN weaken the naira is increasing uncertainty in the financial markets.

The effects of weakening the naira include more expensive imported goods. In an ideal world, this should discourage imports into the country. For Nigeria, weakening the naira will only increase its the current account deficit due to heavy reliance on imports and the unpopular policy on export sales. By increasing the imports prices and leaving the demand for domestic products unchanged, weakening the naira will provoke inflation in the country. Theoretically, the CBN could raise interest rates to control inflation at the cost of slower economic growth. However, subsequent open-market operations conducted in the past four years did not mitigate this issue. It left the economy to bear a higher interest rate for bonds.

Finally, there will be no solution for these glaring problems until a prudent central banker is appointed who truly understands the issues. It means we have to wait for the government to work on this.

The Isi-Uzo State Constituency By-Election in Enugu State on Saturday begun without any hitches, even as voters conducted themselves in a peaceful manner.

The News Agency of Nigeria (NAN) reports that INEC is conducting a by-election in Isi-Uzo State Constituency following the death of the member representing the area, Mr Chijioke Ugwueze, early this year.

The late lawmaker’s wife, Amaka Ugwueze is standing as the Peoples Democratic Party candidate, with Engr. Macdonald Ejiofor Okworfor contesting as candidate of the All Progressives Congress.

NAN correspondent monitoring the by-election reports that polling units had been activated with voting ongoing.

NAN further reports that eligible voters in Isi-Uzo council area were seen making their way to the polling units to vote.

Dr Emeka Ononamadu, INEC’s Resident Electoral Commissioner (REC) in Enugu State, told NAN that the commission had kept faith with the time set for the election and ensured that all polling units opened on Saturday at exactly 8:30a.m.

Ononamadu said that the verification and voting process had so far been without human or technical hitches.

He also said that the turnout of voters had continued to increase at each polling unit.

“We have fully activated all polling centres and units within Isi-Uzo.

“We kept faith with our timing of 8:30 a.m. and voting is currently ongoing in all polling units within the 11 political wards in the council area.

“It has been generally peaceful and the electorates had been conducting themselves in a matured and peaceful manner so far,’’ he said.

The REC noted with the hitch-free and timely commencement of the election, “it is highly possible that voting will end at 2:30p.m.’’

Nine political parties are vying for the post in the constituency by-election and major parties include the APC) and PDP.

A total of 69,626 registered voters in Isi-Uzo council area are expected to vote.

Legislative bye-elections in certain Lagos districts means a daytime curfew has become imperative.

Lagos is conducting legislative bye-elections on Saturday, December 5, 2020.

And as is always the case whenever there are elections in Nigeria, movement will be restricted in the districts where these elections will take place.

The elections will be held in the Lagos East senatorial district and Kosofe II constituency.

Restrictions pertaining to vehicular and pedestrian traffic will revolve around these districts.

“In a bid to have free, fair and credible bye elections into the Lagos East Senatorial and Kosofe II Constituency Lagos State House of Assembly seats, the Lagos state police command has declared restriction of movement between 6am and 6pm on Saturday, 5th December, 2020,” says Lagos Commissioner of Police Hakeem Odumosu.

If you reside in the following local governments, the daytime curfew affects you:

– Epe

– Ibeju Lekki

– Kosofe

– Somolu

– Ikorodu

The Lagos police boss emphasizes that there will be no vehicular and pedestrian movement in and out of the affected local government areas during the elections.

There will however be exceptions for persons on election duties, essential services and accredited domestic and foreign election observers.

Movement will be allowed in other local governments where there are no bye-elections.

A statement from the police adds that: “the command has deployed a reasonable number of police personnel and other security agents to cover and provide security at the one thousand, nine hundred and twenty eight (1,928) polling units in the areas.

“The police boss warned the electorate and political gladiators to play the game according to the rules and provisions of the Electoral Act 2010.

“He also warned that no police aides or security agents will be allowed to escort their principals or any Very Important Personalties (VIPs) to polling units or on any movement while the elections last, noting that any security aides violating this directive will be arrested and made to face the full weight of the law.”

North Korea publicly executes a citizen by firing squad for breaking Covid restriction rules

North Korea held a public execution by firing squad to punish a breach of coronavirus rules, insiders in the country say.

A man accused of smuggling across the sealed-off Chinese border was shot dead on November 28 in order to scare people into following the rules, according to Radio Free Asia.

While North Korea officially claims it has never had a case of Covid-19, Kim Jong-un’s regime has brought in ‘ultra-high-level emergency quarantine measures’ and troops have been ordered to shoot trespassers at the Chinese border, sources say.

‘They held a public execution by firing squad to threaten residents here in the border area, because there’s been a lot of contact with people on the other side of the border, including a lot of smuggling,’ one source said.

The person sentenced to death was described as a man in his 50s who was accused of smuggling with Chinese business partners across a border which has been closed for most of 2020.

China is North Korea’s biggest trading partner and aid benefactor, but trade between the two has slumped by 75 per cent because of the pandemic.

Fearful that smugglers could bring in the virus, Kim’s regime has beefed up its military presence at the border to enforce the restrictions.

Pyongyang has also dispatched special units to check on border guards and make sure they are not involved in smuggling themselves, it is claimed.

Another source said the public execution was typical of the regime’s efforts to scare people into submission.

‘Whenever the people complain because their livelihoods are affected, the authorities always try to shut them up by threatening them with public executions or by sending them to political prison camps,’ they said.

North Korea has maintained that it has not found a single coronavirus case on its soil, while saying it is making all-out efforts to prevent the virus’s spread.

A major outbreak could have dire consequences because the North’s health care system is chronically under-equipped.

South Korea’s spy agency, the NIS, said last week that Kim had ordered a lockdown in Pyongyang and banned fishing at sea in order to keep out the virus.

Intelligence officials said Kim was displaying ‘excessive anger’ and taking ‘irrational measures’ over the pandemic, according to a lawmaker who received a briefing.

The spy agency also believes that Pyongyang executed a key official in August for violating rules about goods brought in from abroad, the lawmaker said.

North Korea also made an unsuccessful hacking attempt on at least one South Korean pharmaceutical company that working on a vaccine, the NIS said.

The agency has a mixed record in confirming developments in North Korea, one of the world’s most secretive countries.

The pandemic has dealt a heavy blow to North Korea’s economy, which is already under punishing US sanctions, but the regime has remained silent on Joe Biden’s US election victory last month.

Experts have been debating whether North Korea will resume major missile tests soon to try to get Biden’s attention.

The South expects that Kim will hold a military parade ahead of a ruling party congress in January in a show of force close to Biden’s inauguration.

A ‘predatory’ NHS gynaecologist has been struck off after secretly filming nearly 100 videos of himself having sex with woman while wearing spy-camera glasses.

Senior clinician Dr Jomo Mathurine recorded unsuspecting women – including his 19-year-old student nurse girlfriend – by installing covert cameras in a number of devices including a key fob.

Mathurine, who also worked in private medicine, was based at East Surrey Hospital in Redhill and Wexham Park Hospital in Slough, Berks, but has now been struck off.

The obstetrics and gynaecology consultant, 50, was branded a ‘predator’ at a disciplinary tribunal after it was heard he made 15 images and 96 videos.

The voyeur doctor went through ‘significant planning’ to set up cameras in his glasses and a key fob so he could secretly film the young nurse named as ‘Ms A’ at her student accommodation during their two-year sexual relationship.

Without her knowledge, he recorded 26 ‘extremely graphic’ clips of the student midwife’s genitals and the tribunal heard he also filmed other women during sex acts.

When the student discovered the recordings, he ‘abused’ his position of power by threatening to ‘take down’ the junior nurse who is 26 years younger than him.

At a Medical Practitioners’ Tribunal, Tim Grey, on behalf of the General Medical Council, said Mathurine posed a ‘danger and risk of repeating his behaviour’.

Tribunal chair Simon Bond said: ‘Mr Grey submitted that Dr Mathurine had engaged in predatory manipulative actions.

‘The tribunal was particularly concerned that until such time as the underlying behavioural and psychological issues highlighted… have been addressed, there would always remain a not insignificant risk of repetition.

‘Mr Grey submitted that Dr Mathurine’s behaviour had caused serious harm to Ms A and to her career, the psychological impact on her was grave, resulting in her return to Northern Ireland to recuperate.

‘Mr Grey stated that although Ms A was not a patient of Dr Mathurine’s, she was vulnerable due to the abuse of Dr Mathurine’s position of trust; the power imbalance; the age difference of 26 years; and Dr Mathurine’s threats to her career.

‘Mr Grey submitted that although Dr Mathurine had not pursued a relationship with a patient, he had abused his professional position in pursuit of an improper relationship with Ms A and, although at the outset it was consensual, power had played a major part in their relationship.’

It was heard Mathurine made ‘implausible’ suggestions that his motivation was not sexual.

Mathurine, a father-of-two from Milton Keynes, Bucks, was previously jailed for 14 months at Reading Crown Court, Berks, and placed on the Sex Offenders’ Register.

The National Youth Council of Nigeria, NYCN, Thursday, disassociated itself from the purported second #EndSARS protest to hold on December 7, 2020.

Speaking with Vanguard, the President, NYCN, Solomon Adodo, said it is totally unnecessary to call or mobilize for second round of #EndSARS protest across the country.

According to him the NYCN has not been contacted about the second round of EndSARS protest, but have heard about it, while they are engaging youths across the country.

He said: “We at the National Youth Council have not been contacted about second round protest of #EndSARS but we are hearing about this and also engaging with the Nigerian youth.

“With the last count during the last protest we made our doors open to Nigerians and said if you have any challenges come to us, contact us, and we are not only having offices in the 36 States and the Federal Capital Territory but also online real time.

“And if the Nigerian youths have these challenges they should come and we will see how to address them.

We cannot address problems only by protest, and protest will only exacerbate and take a turn to crippling the economy, and we saw how Nigeria was shut down during the first protest, and we are already facing an economic recession.

“So we need to be wise, this country is not just about Buhari or a governor somewhere. It is about us also, we have roles to play, but what we are telling the Nigerian youths that if they have any challenge we are equal to the task rather than engaging in another round of protest.”

He also acknowledged that the first #EndSARS protest at the end resulted in loss of lives, livelihoods, businesses, and property, and it will be inhuman to embark on another protest seeing the damage caused by the latter which has led and plunged the country into economic recession.

“The first protest we had lives were lost and properties were damaged, and therefore these are factors we should not temper, joke or toy with.

We therefore advise the Nigerian youths to explore other channels to ensure that if we have grievances they are heard and also addressed. We at the National Youth Council will also be there”, he stated.

Meanwhile, on the update of government meeting the demands of #EndSARS protesters, he said the Council is following up on that and other issues as well.

“We have been following up on the demands of the #EndSARS protesters and we know very clearly that the demands we have 5for5 demands and general demands on issues of governance and the rest of them.

“We see the #EndSARS thing that SARS was disbanded and we heard that SWAT is to come up, and now also we have not gotten new cases reported to us at National Youth Council on molestation.

We are not only looking at brutality from the Nigerian Police but from any other security agency including the military and others.

“We heard of other issues and engaged with these security bodies both the Nigerian Army, the Nigerian Police and others. So government on ending SARS but going forward we want to see that human rights are totally and strictly obeyed.”

He also called on government to take the unemployment issue seriously as a major panacea to youth grievances and frustration, though acknowledged efforts by the Buhari-led government through social intervention programmes to address it, but said there should be proper implementation and monitoring that would produce the expected results and impact on the lives of young people and the economy in general.

“Government should religiously look at the complaints of unemployment. It is not about throwing funds out there but should be strictly monitored for implementation for productivity.

‘We call on the government to address this issue and working by ensuring that these funds are injected to ventures that triggers productivity, economic growth and also that are measurable, translate to the betterment of Nigerians and create jobs for us.

“These are the key areas. If we have our youths engaged meaningfully and employed you will find less of them on the streets protesting. So that is one are government should really wake up and double up effort.

“We know a lot is being done but these efforts should be targeted at achieving results, these efforts are good intentions but like I will say outside as quoted in the collection of Essays, ‘Good intentions are not enough, these intentions translate to clear actions with proven results that impact on the people’.”

Nigerians Face International Travel Ban If COVID-19 Vaccines Not Administered - Senate Warns

The Senate on Thursday warned that other countries could impose travel ban on Nigerians, if the Federal Government failed to administer COVID-19 vaccines to its citizens.

The warning was contained in a motion moved at plenary by the Chairman of the Senate  Committee on Health, Ibrahim Oloriegbe, who said COVID-19 vaccines promised the country by  Global Alliance for Vaccine Initiative would not be enough.

The motion, which was adopted by the Senate,  was titled, ‘urgent need for Nigeria to obtain and administer COVlD-19 vaccines to its citizens.’

Recall that the Global Alliance for Vaccine Initiative has promised to provide 20 per cent of the country’s   COVID-19 vaccine requirement.

But in his motion, Oloriegbe lamented that apart from the pledge by  the global organisation, Nigeria had not produced a plan for the procurement, distribution and administration of the vaccines to Nigerians

He, therefore, said to avoid a  global travel ban on Nigerians, the Federal Government should make budgetary provision to procure and administer COVID-19 vaccines.

The Senator also expressed concern that compliance with COVID-19 preventive measures such hand washing, wearing of face masks and social distancing had diminished.

Oloriegbe stated that while some countries had approved vaccines for COVID-19 and were administering the vaccine to their citizens,  many others had completed plans on the procurement, distribution and administration of the vaccines to their citizens.

He said  Nigeria had no plan for the procurement, distribution and administration of the vaccine.

According to him, the only plan on COVID-l9 vaccine for Nigeria is the pledge by Global Alliance for Vaccine Initiative.

He said, “This support will cover only the cost of the vaccines without taking care of logistics requirement for distribution and administration”

He said that despite the change in the epidemiology trends of the disease, the financial plan developed by the country and World Bank in April 2020 to fund the response to the pandemic was still being implemented without taking due cognizance to the changes by re-allocating the funds to vaccine procurement.

He stated, “Failure to administer vaccines to Nigerians will result in the country not being able to control the COVID-19 infection and a possible ban on travelling by Nigerians may be instituted by countries around the world.

“The consequence of non-administration of the vaccines to Nigerians will include worsening social and economic situations.”

From his motion, Senate also resolved to direct its committees on Health and Primary Health Care to invite the Federal Ministry of Health, the Presidential Task Force on Covid-19, the National Primary Health Care Development Agency, the National Agency for Food and Drugs, NCDC, Federal Ministry of Finance and other relevant government agency to present details of protocol, funding, procurement, administration and monitoring of Covid-19 vaccine in Nigeria.

The committees are to report back to the Senate in two weeks.

Commenting on the concern raised at the Senate, the President of the Nigerian Medical Association, Innocent Uja,  dismissed  fears  by the Senate.

Uja, in an interview with one of our correspondents,  dismissed the existence of COVID-19 vaccine, saying what was available across the globe was for  ‘trial’.

According to him, when the vaccine is eventually brought to the country,  it has to go through a clinical trial.

Uja,  who is also the Vice Chancellor of Federal University of Sciences, Otukpo, Benue State,  said that people would volunteer to take the vaccine as part of the clinical trial.

He said that the essence of the vaccine going through a clinical trial was to get results for efficacy and safety before it could be used.

Uja stated. “It is Federal Government that can import vaccine. In any case, there is no vaccine against COVID-19. What we are doing is a  trial and only yesterday (Wednesday) I made a statement that even when they bring this vaccine, it cannot be used until it undergoes a clinical trial.

“It means the trial will have to be for Nigerians and we will get result for efficacy and safety before it can pass. A vaccine is not just a drug people can use like Panadol.”

Arik Air operations were on Thursday grounded by the National Union of Air Transport Employees over poor working conditions.

The workers blocked the entrance of the airline’s headquarters, carrying placards with different inscriptions.

Some of the inscriptions read, “End Arik brutality,” and “Sign our condition of service and recall all staff.”

They alleged that several members of staff had been furloughed, adding that pensions were being owed.

State Secretary, NUATE, Ijeh Anthony, explained that the issue had lingered for long, vowing to continue the strike till all demands were met.

He said, “The contentious issue is the signing of the conditions of service which we have been negotiating for the past three years.

“But the only aspect remaining in the CoS is the issue of the severance package. We have sought interventions from the Ministry of Aviation, the Nigerian Civil Aviation Authority.

“However in most discussions, Arik Air Management will always renege.”

Anthony stressed that the management decision to operate with lesser staff was also part of the reasons for the strike.

He said, “At the beginning of the lockdown, Arik Air management decided to send 80 per cent of their workforce on compulsory leave and in the process of engagement, they agreed to pay 20 per cent of their salaries for all those workers involved.”

He added, “All other airlines have called their workers back post COVID-19 but Arik Air workers have decided to run on 20 per cent while 80 per cent are still at home.

“The pressure now is that workers at home are now agitating. The flight frequencies have increased, we have higher fares and we are opening new routes, so why are you keeping us at home?

“At our last meeting, we demanded that the people at home resume because their absence is contributing to more pressure on us.

“During the pandemic, they were distributing palliatives to the host community when workers were not happy.”

Anthony said the union was not happy having to tow the path of flight disruptions but that was the only choice they had.

INTERPOL Raises Alarm Over In-Flow Of Fake COVID-19 Vaccines

The International Criminal Police Organisation (Interpol) has raised the alarm over plans to sell fake COVID-19 vaccines, thereby disrupting the supply chain and endangering lives.

Globally, 65 million COVID-19 cases have been recorded with nearly 1.5 million deaths.

In Nigeria, over 67,000 COVID-19 cases have been confirmed with more than 1,100 deaths according to data from the Nigeria Centre for Disease Control (NCDC).

Successes have been recorded on vaccine production globally, as the United Kingdom has approved the Pfizer/BioNTech COVID-19 vaccine for public use.

On Wednesday, in a statement titled “Interpol Warns of Organised Crime Threat to COVID-19 Vaccines”, Jürgen Stock, Interpol secretary-general, said law enforcement agencies in various countries must be at alert.

He said the criminal gangs will target unsuspecting members of the public via fake websites and false cures.

“As governments are preparing to roll out vaccines, criminal organisations are planning to infiltrate or disrupt supply chains,” the statement reads.

“Criminal networks will also be targeting unsuspecting members of the public via fake websites and false cures, which could pose a significant risk to their health, even their lives.

“It is essential that law enforcement is as prepared as possible for what will be an onslaught of all types of criminal activity linked to the COVID-19 vaccine, which is why Interpol has issued this global warning.”

The global police organisation said an analysis by its cybercrime unit revealed that of 3,000 websites associated with online pharmacies suspected of selling illicit medicines and medical devices, around 1,700 contained cyber threats, especially phishing and spamming malware.

It urged members of the public to adopt caution during online searches for medical equipment or medicines.
