Despite COVID Restrictions, Chile Looks Out For Total Eclipse Of The Sun

Chileans will turn their eyes to the sky on Monday to admire a total eclipse of the sun, but unlike last year’s phenomenon their numbers will be severely reduced by coronavirus restrictions.

Some 300,000 people turned out in July 2019 in the Atacama desert in Chile’s north, home to several observatories.

On Monday it will be the turn of the Araucania Region in the south that is home to the Mapuche indigenous community to observe the eclipse.

Their ability to do so will be severely hampered by the latest measures announced on Thursday by the government, restricting the movement of people outside of the Santiago metropolitan area after a spike in positive virus cases.

To observe the phenomenon, when the moon passes between the Earth and the sun, entirely blocking the latter, one needs to be in the exact 90-kilometer long area that will enjoy the full effect.

And they will only have two minutes, nine seconds at around 1:00 pm (1600 GMT) to see the eclipse, framed by the backdrop of the Villarrica volcano — one of the most active in the country.

The eclipse will then cross the imposing Andes mountain range to be visible also in Argentina, notably in the popular tourist destination of Bariloche.

It will then disappear over the southern Atlantic.

‘Two-Minute Night’
“A two-minute night during which nature changes,” is how Chilean astronomer Jose Maza described the moment the daytime sky turns violet before surrendering to obscurity and revealing stars and planets such as Jupiter, Saturn and Venus.

“At the moment of the eclipse the temperature falls around five degrees (Celsius) and the wind picks up, so if people aren’t under shelter they’ll feel a bit cold,” he added.

Every year there are two total eclipses of the sun but depending on the time of day or year they may not be visible.

While last year’s took place at dusk, this time it will be in the middle of the day.

“At midday the phenomenon will be high in the sky and the eclipse will be much more visible,” said Maza.

After last year’s mass gathering in the Atacama desert, the Araucania region was expecting a tourism bonanza but Covid put paid to that.

There have been more than 560,000 positive cases in Chile among the 18 million population, with almost 15,700 deaths.

Authorities are worried that social gatherings during the holiday season could spark a spate of new virus focal points.

Strict controls have been announced for the areas where the total eclipse will be seen, with free movement banned both the day before and after.

The Sun’s Battle
The event is eagerly anticipated by the Mapuche indigenous community that is the largest in the south of Chile.

They have a strong traditional relationship with nature and the cosmos and even believe that an eclipse — called “lan antu” in the Mapuzungun language — signals the “temporary death of the sun,” Juan Nanculef told AFP.

“They noticed that after the sun is covered up there were social conflicts, scarcity, the land produced less, the crops were poor, the earth was weakened,” said Nanculef, an expert on Mapuche culture.

They believed that an evil force, the “Wekufu”, was attacking the sun and trying to extinguish it.

“They started bonfires, burnt natural trees such as cinnamon, laurel and boldo to help the sun in its battle. They also fired stones and arrows into the air. When the sun returned they celebrated because the sun had won.”

Eclipses are seen as generators of change by the Mapuche, whose territory before European colonization spanned parts of southern Chile and Argentina.

“The primitive peoples venerated the sun like a God, they already knew that we owe everything we are to the sun,” said Maza.

“Without the sun, everything dies on Earth, absolutely everything.”

The House of Representatives has called for the immediate suspension of the controversial Special Works Scheme of the Federal Government.

The National Assembly and the Federal Ministry of Labour, Employment and Productivity had clashed over the recruitment of 774,000 workers for the scheme.

At the plenary on Wednesday, the House asked the Federal Ministry of Finance, Budget, and National Planning not to fund the scheme, which is billed to take off in January 2021.

The National Assembly had appropriated N52bn for the exercise in the 2020 Appropriation Act. It was to begin in November.

The House also faulted the removal of the Director-General of the National Directorate of Employment, Dr Nasiru Argungu, who had backed the parliament in the controversy.

The House urged the President, Major General Muhammadu Buhari (retd.), to reverse himself on Argungu’s sacking.

The Minister of State, Labour and Employment, Festus Keyamo, had since appointed Argungu’s replacement in the order of the President.

The need for Yoruba to work together for the progress and security of their nation, irrespective of countries they find themselves, formed the fulcrum of the historic visit of Alaketu of Ketu Kingdom in the Benin Republic, Oba Adejumo Adedunloye, to Alaafin of Oyo, Oba Lamidi Adeyemi III, yesterday.

Both monarchs believed that the current precarious security situation in Nigeria should be addressed beyond its boundaries. Oba Adeyemi, however, urged the government to go back to the drawing board to stop the spate of kidnapping and activities of the bandits threatening the corporate entity of Nigeria.

He spoke with journalists shortly after visiting Governor Seyi Makinde of Oyo State at the Governor’s Office, Ibadan, in company of the revered Alaketu of Ketuland, Emeritus Prof. Asiwaju Anthony Ijaola, Onimeko of Imekoland, Oba Benjamin Alabi and other traditional rulers from Benin Republic.

Oba Adeyemi said: “We are all concerned about security. We must ensure that we go back to the drawing board and see how to bring the people together to ensure that there is security. What we are doing at the local level is to form vigilance group and to ensure that people can sleep with their two eyes closed and then guarantee the safety of our borders and markets. We are trying our best. But all the same, government must come in because security is not one-way traffic.”

Oba Alaketu, who stated that he was in Nigeria to fraternise with his brothers and congratulate Alaafin on his 50th coronation on the throne, said the Yoruba people, irrespective of countries they are, would remain one since they are all descendants of Oduduwa.

Oyo State Governor Seyi Makinde pledged to support any effort or agenda geared towards promoting unity and regional integration among the Yoruba across the world to enrich culture and expand economic possibilities.

He also hinted that if the Yoruba could form a stronger bond of brotherhood, even across national boundaries, it would assist in addressing security challenges militating against the country through sharing of co-ordinated intelligence.

She made the call in a tweet shortly after voting as an elector alongside her husband and former President Bill Clinton in New York.

“I believe we should abolish the Electoral College and elect our president by the winner of the popular vote, the same as every other office.

“But while it still exists, I was proud to cast my vote in New York for Joe Biden and Kamala Harris,” she tweeted.

It will be recalled that Hilary lost the 2016 presidential election to Donald Trump despite winning the popular votes.

Kankara Abductions: Boko Haram Denies Negotiating With Government

Terrorist group, Boko Haram, has claimed responsibility for the abduction of over 300 schoolboys from Government Science Secondary School, Kankara, Katsina State.

They, however, said it had not entered into negotiations with the government contrary to claims by the authorities.

The terror group’s leader, Abubakar Shekau, stated this in a recording released on Tuesday morning and obtained by HumAngle.

Like in the case of the abduction of the over 200 Chibok schoolgirls in 2014, Shekau in his latest recording said the dastardly act was done in order to discourage people from obtaining western education.

“What happened in Katsina was done to promote Islam and discourage un-Islamic practices as Western education is not the type of education permitted by Allah and his Holy Prophet,” he said.

He added, “They are also not teaching what Allah and his Holy Prophet commanded. They are rather destroying Islam. It may be subtle, but Allah the Lord of the skies and earths knows whatever is hidden. May Allah promote Islam. May we die as Muslims. In a nutshell, we are behind what happened in Katsina.”

Katsina State, which is where the President, Major General Muhammadu Buhari (retd.), is from, has seen an increase in abductions and violence in the last one year with the Governor, Bello Masari, lamenting repeatedly that things had gone beyond his control.

The violence had always been attributed to bandits but Shekau’s latest recording confirms that the acts may have been perpetrated by Boko Haram all along.

The President is currently in his hometown in Daura, Katsina State, for a short visit. He came under fire on Sunday for failing to visit the school where the incident occurred.

The Pan Niger Delta Forum (PANDEF) has described the continuous appointment of interim administrators for the Niger Delta Development Commission (NDDC) as unfortunate and unacceptable.

It lamented that the Federal Government has changed Interim Management Committee (IMC) twice and now an interim administrator in less than two years, saying the NDDC, which was established to facilitate development of the region had been reduced to a political coliseum.

National Publicity Secretary of PANDEF, Ken Robinson, argued that the NDDC Act did not provide for an IMC or interim administrator. Also reacting to the development, former President of the Movement for the Survival of Ogoni People (MOSOP), Ledum Mittee, said it was illegal for President Muhammadu Buhari to keep appointing IMC and sole administrator for NDDC, stressing that the law establishing the commission prescribed a substantive board and management team.

“What does the President’s continued appointment of an interim committee and now interim sole administrator tell about his accountability and transparency and anti-corruption fight,” he asked.

Mitee said the action showed that the NDDC would continue to remain a conduit pipe for the current administration, adding that the people expected Buhari’s government, which came to power through its campaign for accountability and anti-corruption should to have done the right thing by setting up a board for the commission.

Also, a political analyst and Senior Lecturer at the Department of Sociology, University of Port Harcourt, Prof. Sofiri Peterside, said the continuous appointment of interim management for the commission was illegal and worrisome.

“The NDDC was created to bring development closer to the Niger Delta people, but what we keep seeing is corruption, it is now a tradition for this administration to keeping making such appointments, which shows a deliberate move to siphon public funds,” he added.

BESIDES, a public analyst in Cross River State, Etim Udosen, said appointments in the NDDC was fraudulent, insisting that some persons were manipulating the presidency for their own personal interests.

On his part, a social critic and columnist, Dr. Edwin Madunagu, noted that appointing a sole administrator or an IMC was wrong and admonished the Federal Government to follow the law that established the commission.

MEANWHILE, an environmentalist and Cross River State Coordinator of Partners for Peace in the Niger Delta, Dr. Moses Abang, pointed out that it was obvious that the region, which has been suffering underdevelopment, has been deserted, lamenting that with the new development, the region has been completely neglected.

All schools in Katsina State have been directed to end their third term for the 2019/2020 academic session.

The schools, which were supposed to end the session next week, have been directed to remain closed until further notice.

Although no reason was given for the decision, the development is being linked to the Friday night bandits’ abduction of unknown numbers of students from Government Science Secondary School, Kankara.

A statement by the Public Relations Officer, Ministry of education, Sani Suleiman, read, “This is to inform the general public especially principals, parents/guardians, proprietors of community and private schools that the third term for 2019/2020 academic session has come to an end today, Saturday 12th December, 2020.

“Therefore, all public, community, and private schools are to remain closed till further notice.”

Governor Aminu Masari had also on Saturday ordered the immediate closure of all boarding secondary schools in the state.

The directive was consequent upon the abduction of an unspecified number of students of the Government Science Secondary School Kankara by bandits on Friday night.

The governor gave the directive during his visit to the school on Saturday for an on-the-spot assessment of the situation.

He was accompanied by his Deputy, Alhaji Mannir Yakubu, and other top government officials.

The Governor, during the visit, also met with the school officials, some parents, traditional and religious leaders as well as security officials.

He said security officials comprising the military, the police, and the Department of State Security had swung into action and were on the trail of the abductors.

The Kaduna State Government says that public spaces in the state might be temporarily closed if residents fail to observe COVID-19 preventive protocols.

The state’s Commissioner for Health, Amina Mohammed-Baloni, gave the indication at a press conference on Saturday, warning that the state would impose a new lockdown if the rate of recorded COVID-19 cases in the state continues to increase.

Mohammed-Baloni said, “In absolute and relative terms, Kaduna State is now recording high infection figures reminiscent of the first wave of Covid-19 spread in April, May and June 2020.”

She pointed out that “the lowering of the infection rate following the first wave encouraged the government to approve the recommendation of the State Covid-19 Task Force for a significant reopening of certain aspects of the state.

“However, we are saddened to report that the conditions that compelled the 75-day lockdown are now being replicated,” she added.

Mohammed-Baloni said that 74 positive results had been recorded in the state from 531 samples on November 26, adding that “the quantum of infections since then suggests both high infection rates and the reality of that a new wave of infections is spreading across the state.”

The commissioner appealed to the residents of Kaduna State to observe COVID-19 guidelines to protect themselves and their families from the infection.

Yesterday, the governor of the state, Nasir El-Rufai, announced that he had gone into isolation following contact with infected persons.

The Caretaker Chairman of the All Progressives Congress in Lagos State, Mr Tunde Balogun, has disclosed that the founding fathers of the party had an agreement in 2014 that the South-West geopolitical zone would produce the party’s presidential candidate for the 2023 election, the PUNCH reports.

Balogun said it would be “dishonourable” for the party to jettison the agreement now, adding that President Muhammadu Buhari, the National Leader of the APC, Asiwaju Bola Tinubu, and many other persons made the “gentleman’s agreement”.

There have been insinuations among some party members and chieftains that the resolutions of the National Executive Committee meeting, presided over by Buhari on Tuesday, was a ploy by some party chieftains to hijack the control of the party for personal interest, including scheming towards 2023.

The NEC approved the extension of the six-month tenure of the Mai Mala Buni-led Caretaker/Extraordinary National Convention Planning Committee for another six months. It also approved the immediate dissolution of the party organs at the polling units, wards, local government, states and zonal levels as well as the non-National Working Committee component of the National Executive Committee.

It after that approved their immediate reconstitution and composition of the dissolved excos to serve in their respective offices in a caretaker committee capacity, excluding the non-NWC members of NEC.

But speaking on Saturday, Balogun said, “In 2014, the founding fathers of APC had a gentleman’s agreement and they committed themselves to the agreement. The party was victorious because they honoured the agreement they made and everyone worked together for the party in 2015 and 2019.

“According to the 2014 agreement, the South-West should be the zone to produce the presidential candidate in 2023. Among them (those present) were President Buhari and Asiwaju Tinubu.

“What I want is for this agreement to be honoured by the founding fathers. I do not doubt in my mind that they are men of honour. An agreement was reached and that agreement produced Buhari as the President in 2015 and 2019, so to jettison the agreement now will be dishonourable.

“As I said, they are men of honour and I hope they will honour the agreement. They know what I’m talking about. Anything different from following the agreement is like shifting the goalpost.”

Greek Police Personnel Charged With Assaulting Asylum-Seekers

Three Greek border patrol agents and one policeman have been charged with beating asylum-seekers outside the Kara Tepe camp in Lesbos, police sources said Sunday.

The four men, charged with inflicting bodily harm, torture and breaking anti-racist laws, were brought before a prosecutor Saturday night after an investigation led by Athens’ police internal affairs unit.

They were released pending their trial.

A video aired on social media shows four men beating two asylum-seekers in the camp on the Aegean island as they were returned from a super market on Friday.

The policemen keep beating them even after handcuffing.

On Friday night, the police announced an investigation on the matter.

Police sources said the four men claimed they hit the asylum-seekers because they were attacking passing cars and drunk.

The asylum-seekers have returned to Kara Tepe camp which houses 7,300 migrants, including vulnerable groups, in harsh conditions.

On Saturday, the tents flooded during heavy rainfall.
