FG To Adopt New Measures Against Gas Pipeline Accidents On Lagos-Ibadan Expressway

The Federal Controller of Works in Lagos, Mr Olukayode Popoola has scheduled an emergency stakeholders meeting to seek a solution to the hazard of gas lines in the ongoing Lagos-Ibadan Expressway reconstruction/rehabilitation project.

Popoola told the News Agency of Nigeria (NAN) on Saturday in Lagos that the meeting was important for all stakeholders to rub minds on how to avert danger on the Right of Way (RoW) on the project.

NAN reports that that there was panic on the highway on Wednesday as a gas pipe got ruptured during construction works by Julius Berger on a section of the highway.

A similar gas leak had occurred on section one of the highway in 2019 during construction activities which also made road users to panic.

Section one of the Lagos-Ibadan Expressway rehabilitation/reconstruction project spans from Ojota in Lagos to Sagamu Interchange.

Popoola stressed that there was an accepted depth for pipes to be buried deep into the ground such that there should not be interactions between excavators and the pipes during construction works.

The Federal Controller harped on the need for the stakeholders to ascertain if due diligence was followed in laying the pipelines.

He explained that the Federal Ministry of Works had a tradition of interacting with service providers from the oil and gas, telecommunication, power and other industries to identify exact location of facilities before construction works.

He also noted that only the Minister for Works and Housing had the powers to grant approval on use of RoW for laying of pipes or any services after careful analysis.

Popoola explained that the minister usually liaises with the federal controllers of Works in states involved to crosscheck with engineers from its Planning and Development Departments to inspect the sites.

“The engineers will inspect and write their reports before the Honourable Minister will grant the approval. When it comes to execution like laying of the pipes, there is a minimum depth that pipes are supposed to be laid under.

“If all those technical things of minimum depths are observed, I am sure this problem we are having may not have occurred.

“Now you are saying maybe we are not working together with NNPC, ideally, they are the owners of the pipes, they are the custodian, they are supposed to tell us which alignment they have their pipes to guide us,’’ he said.

He explained that he only assumed office in 2020, and that the contractors were not aware of the existence of gas lines in its RoW, hence the incident of Wednesday.

“The contractors were not aware of the existence of gap pipes there. Now that they know, they will be more careful in working on that corridor, such things will not happen again,’’ he assured.

He said that errors on gas lines that ruptured would have been averted if site engineers were aware of the depth of the gas pipe on the alignment.

“Any time we want to do any construction, we will call a meeting of the stakeholders, to say please we want to do this or that.

“If you have either pipes for gas, either cables or water pipes and in recent times for internet, we also advise them, please come and remove your pipes or telecommunication.

“There was that kind of stakeholders meeting at the inception of this project which started in 2013. Things must have changed, we are talking of seven years ago, and probably these pipes were laid after that inception meeting.

“I was not there at that time and most of the people at NNPC were not there at that time too, but we will work together, it will not happen again.

“Part of the measure is to discuss with them, we will invite them for a meeting, they are supposed to have done cathodic protection for the pipes to prevent fire,’’ he said.

He said that cathodic protection was like a casing of protection to prevent charging between the pipes and another external material that could cause fire.

“This is very urgent, so the meeting will come up any moment from now,’’ he said.

He lamented new settlement encroaching on Right of Way (RoW) of the project and stressed the need for state governments to liaise with federal agencies when granting building permit approvals.

He explained that section one of the Lagos-Ibadan Expressway which spans from Ojota in Lagos to Sagamu Interchange was about 56 per cent completed.

He said that heavy vehicular volume was slowing down traffic diversion and construction works on the site.

He, however, commended traffic regulatory and law enforcement agencies who have worked tirelessly to make the site accessible for construction works to continue.

A former Minister of Education, Oby Ezekwesili, has alleged that the regime of the President, Major General Muhammadu Buhari (retd.), created the abduction of over 300 schoolboys from Government Science Secondary School, Kankara, Katsina State.

She said the President and his government should not be congratulated over the release of the schoolboys after six days in captivity.

Ezekwesili said this on Friday night during an interview with Channels Television.

The former minister, who is one of the Co-Conveners of the Bring Back Our Girls group which led the demonstrations for the rescue of over 250 schoolgirls from Chibok in Borno State, said the Buhari regime must tell Nigerians exactly what happened in Kankara when gunmen on motorcycles attacked the school and abducted hundreds of students.

The abduction occurred some hours after the President arrived in Daura, Katsina on December 11 for a week-long private visit.

Katsina State Governor, Aminu Masari, however, announced on Thursday that 344 schoolboys were released by bandits in Zamfara State.

But while Nigerians delight in the news of the released schoolboys, Ezekwesili said Buhari should be disgusted with what happened.

She said, “For us to congratulate a government that created a problem and said it solved it? We shouldn’t be doing that. The society should learn how to hold people accountable. The President should be disgusted with what happened, not commending himself. What is he clapping for? Those children were put in harm’s way. And now he said he’s rescued them? Maybe the President sent the children on an excursion to terrorists so they can release children at will to him.

“He needs to tell us exactly what happened with the Kankara kids. There is a problem. This country should not be taken for a ride by President Buhari and his government. This is very unbecoming and the whole world is laughing at us. They think we are jokers. Many countries didn’t even bother to show that anything had happened in our country because they felt who are these people and what are they doing to themselves?”

The Kankara students’ abduction is not the first in the history of the nation. Non-state actors had in the past abducted hundreds of secondary school girls from Chibok, in Borno State; and Dapchi in Yobe State. Some of them eventually regained freedom while a number of them were detained in the enclaves of their abductors and sexual abusers.

The prospect of the former Nigerian minister of finance, Dr Ngozi Okonjo-Iweala, becoming the first female Director-General of the World Trade Organisation has met a setback as the United States wants the race reopened.

This was revealed on Wednesday as Trade Representative, Robert Lighthizer, said an experienced handler is needed for the high profile job.

Lighthizer, in an interview with BBC, said the job is for “someone with real experience in trade, not someone from the World Bank or a development person.”

Okonjo-Iweala had got the backing of 110 out of 164 member countries, but the US opposed her candidacy.

The trade organisation operates based on consensus, that is, if one country opposes, a final decision cannot be made.

Iweala and Yoo Myung Hee, South Korea’s trade minister, are the final candidates for the top job at the WTO following the resignation of Roberto Azevêdo in May.

Following the lack of a consensus, the WTO had postponed the general council meeting to consider the appointment of a new DG till further notice.

Lightizer confirmed that there is no way the Trump administration would be persuaded to back Iweala in its remaining weeks in office.

He said the WTO is “massively in need of reform”, especially its dispute-resolving appellate body, which according to him, has evolved into a body creating a common law of trade, “taking away benefits” that members had negotiated for “ and putting a restraint on things that had been conceded”.

The appellate body of the WTO has been rendered inactive by Donald Trump’s administration vetoing the appointment of new judges.

“I think there’s a consensus developing at the WTO that we need the appellate body reform,” Lightizer said.

“We need to start negotiating again; we need to start making headway. So I’m glad you brought up the WTO, it’s been a focus for us, and to us, it is an organisation that started as a good idea and isn’t functioning very well, but I think that can be sorted out also.”

James Bacchus, a former chairman of the WTO appellate body, as well as a former US trade negotiator, said: “Effective multilateral cooperation to lower barriers to trade is urgently needed to help jumpstart the global economy and recover from the pandemic.”

“That requires creative leadership from an honest broker in the role of director-general.”

Despite speculations that the Joe Biden administration might have a different stance on Iweala’s appointment, the US president-elect has not confirmed his preference.

“We need to be aligned with the other democracies.. so that we can set the rules of the road instead of having China and others dictate outcomes, “ Biden had recently said on trade.

Simon Lester, a WTO expert at the Cato Institute in Washington, said that it would be a good idea if the Biden administration could trade-off support for Iweala for political capital on other reforms.

According to Lester, this would be the fastest way to appoint a new WTO DG, because “opening up the selection process could be messy and complicated, and would lead to delays”.

Russia was “pretty clearly” behind a devastating cyberattack on several US government agencies that also hit targets worldwide, Secretary of State Mike Pompeo said.

Microsoft said late Thursday that it had notified more than 40 customers hit by the malware, which security experts say could allow attackers unfettered network access to key government systems and electric power grids and other utilities.

“There was a significant effort to use a piece of third-party software to essentially embed code inside of US government systems,” Pompeo told The Mark Levin Show on Friday.

“This was a very significant effort, and I think it’s the case that now we can say pretty clearly that it was the Russians that engaged in this activity.”

Roughly 80 percent of the affected customers are located in the United States, Microsoft president Brad Smith said in a blog post, with victims also found in Belgium, Britain, Canada, Israel, Mexico, Spain and the United Arab Emirates.

“It’s certain that the number and location of victims will keep growing,” Smith said, echoing concerns voiced this week by US officials on the serious threat from the attack.

“This is not ‘espionage as usual,’ even in the digital age,” Smith said.

“Instead, it represents an act of recklessness that created a serious technological vulnerability for the United States and the world.”

John Dickson of the security firm Denim Group said many private sector companies which could be vulnerable were scrambling to shore up security, even to the point of considering rebuilding servers and other equipment.

“Everyone is in damage assessment now because it’s so big,” Dickson said. “It’s a severe body blow to confidence both in government and critical infrastructure.”

The threat comes from a long-running attack which is believed to have injected malware into computer networks using enterprise management network software made by the Texas-based IT company SolarWinds, with the hallmarks of a nation-state attack.

James Lewis, vice president at the Center for Strategic and International Studies, said the attack may end up being the worst to hit the United States, eclipsing the 2014 hack of US government personnel records in a suspected Chinese infiltration.

“The scale is daunting. We don’t know what has been taken so that is one of the tasks for forensics,” Lewis said.

“We also don’t know what’s been left behind. The normal practice is to leave something behind so they can get back in, in the future.”

NSA Warning

The National Security Agency called for increased vigilance to prevent unauthorized access to key military and civilian systems.

Analysts have said the attacks pose threats to national security by infiltrating key government systems, while also creating risks for controls of key infrastructure systems such as electric power grids and other utilities.

The US Cybersecurity and Infrastructure Security Agency (CISA) said government agencies, critical infrastructure entities, and private sector organizations had been targeted by what it called an “advanced persistent threat actor.”

CISA did not identify who was behind the malware attack, but private security companies pointed a finger at hackers linked to the Russian government.

Pompeo had also suggested Moscow’s involvement on Monday, saying the Russian government had made repeated attempts to breach US government networks.

President-elect Joe Biden expressed “great concern” over the computer breach while Republican Senator Mitt Romney blamed Russia and slammed what he called “inexcusable silence” from the White House.

Romney likened the cyberattack to a situation in which “Russian bombers have been repeatedly flying undetected over our entire country.”

CISA said the computer intrusions began at least as early as March this year, and the actor behind them had “demonstrated patience, operational security and complex tradecraft.”

“This threat poses a grave risk,” CISA said Thursday, adding that it “expects that removing this threat actor from compromised environments will be highly complex and challenging for organizations.”

Hackers reportedly installed malware on software used by the US Treasury Department and the Commerce Department, allowing them to view internal email traffic.

The Department of Energy, which manages the country’s nuclear arsenal, confirmed it had also been hit by the malware but had disconnected affected systems from its network.

“At this point, the investigation has found that the malware has been isolated to business networks only, and has not impacted the mission essential national security functions of the department, including the National Nuclear Security Administration,” said agency spokeswoman Shaylyn Hynes.

SolarWinds said up to 18,000 customers, including government agencies and Fortune 500 companies, had downloaded compromised software updates, allowing hackers to spy on email exchanges.

Russia has denied involvement.

Lagos State Governor, Mr. Babajide Sanwo-Olu, on Friday said Lagos may slip into a second wave of Coronavirus pandemic, if residents failed to comply with the precautionary measures against the spread of virus.

The governor disclosed that of every 100 tests that the state has performed, an average of 10 turn out to be positive, stating it is an increase from the five per hundred recorded in September, though lower than the peak in August, which was between 20 and 30 per hundred.

“This suggests the existence of active community transmission, and represents the very likely possibility of the emergence of a second wave in Lagos State.

“This second wave calls for a full re-awakening of caution and precaution. The complacency that crept in over the last few months as a result of our early interventions when cases started to decline from our peak in August, must now give way to an abundance of vigilance.”

As a measure against a possible second wave of COVID-19, Sanwo-Olu asked all public servants from GL 14 and below, except emergency workers and first responders, to work from home as from Monday, December 21st for the next 14 days – in the first instance.

He also said all schools must shut down with immediate effect, and until further notice, while concerts, carnivals and street parties are banned in Lagos State until further notice, just as night clubs have not been allowed to open yet, so all night clubs in Lagos must immediately shut down, until further notice.

Sanwo-Olu added that the midnight to 4am curfew imposed by the Federal Government remains while the protocol of ‘No Mask No Entry’ must be enforced by all public places: Offices, Businesses, Markets, Shops, and so on must be adhered to.

The governor further said all places of must ensure that no gathering exceeds two hours, and also that no gathering exceeds 50 per cent of the maximum capacity of the venue, with all event planners must obtain prior clearance from the Lagos State Safety Commission for all events, and ensure that any planned gatherings do not exceed 300 people.

He said where the capacity of a venue exceeds 300 and permission has been granted, the occupancy shall not be more than 50 per cent of such a venue.

“The Safety Commission has been directed to visit Event Centres and gauge compliance with the established guidelines, to stop the virus from spreading. If there is evidence of lack of compliance at any Event Centre, it will be shut down immediately.

“Security agents have been mandated to ensure full enforcement, without exception. No one will be deemed to be above the law.

“Any and all breaches of these regulations and public health protocols will lead to immediate closure as well as attract heavy fines, and any other sanctions and penalties deemed fit, in line with the Lagos State Infectious Diseases Control Regulation 2020.

“Event Centre Owners/Planners/Vendors will be responsible for any breach of protocols by their Staff.

“We will continue to closely watch the profile of the unfolding situation, while also awaiting updates and pronouncements from the Presidential Task Force on COVID-19. We will also keep working with the Presidential Task Force to ensure that the gains of the recent past are not frittered away on the altar of festivities and sheer carelessness. The lives of all Lagosians, including our elders and other vulnerable citizens, matter.”

Sanwo-Olu implored residents to take responsibility for the welfare and safety of all while they enjoy the festive season with friends and families. “It is important that as a community we strictly abide by the above regulations in the context of a global pandemic, without prejudicing our efforts to keep the economy running and maintain our means of livelihood to a sufficient extent.

“Let us use this festive season to spend quality time in small but controlled gatherings with family and friends in the spirit of the season. This virus does not discriminate. We must take responsibility, and not treat this pandemic with levity.

No fewer than two residents of Asaka area in Ibadan, the Oyo State capital, were killed by officers of the newly inaugurated South-West security outfit, codenamed Amotekun.

The incident happened at Ike-Olu junction, Asaka area of Ibadan on Thursday.

Eyewitnesses told SaharaReporters that one Afeez Lotto and Akin Owoaga were shot dead by a member of Odua people Congress, who was recruited into Amotekun, Sikiru Apanpa.

Our correspondent gathered that the incident started when youths in the area disagreed on a certain issue, and Lotto had invited the Amotekun personnel to control the situation.

SaharaReporters learnt that when Amotekun personnel arrived at the scene of the incident with their vehicle, Apanpa did not ask questions before he shot at the two.

It was gathered that the two victims died instantly.

While going out of the community, the men of the Amotekun also shot at an old man, Matthew Owolabi, at Ike Olu junction who later reported at Mapo and Babaganku Police Stations.

Following the development, the men of the Nigeria Police Force, Mapo Area Command, Ibadan, arrested Saheed who invited Amotekun to produce the killer of the two victims.

Speaking on the release of the students of Government Science Secondary School, Kankara, Katsina, at a press conference in Abuja on Friday, Mohammed said there is no country that does not face security challenges.

He said the Buhari administration handled abduction of students better than the previous government.

Mohammed said the Buhari administration would do everything possible to prevent a recurrence of these abductions, adding that the government is working to ensure that the remaining abducted students of Chibok, Borno state and Dapchi, Yobe state, are brought back home.

“The release of these school boys is a testament to the importance that this administration attaches to the security and safety of all Nigerians,” the minister said.

“There is no government in the world that will not face the challenges of security at one time or another.

“No government in the world is immune to terrorist attacks. What stands any government out is the way and manner it responds to such challenges.

“We also make bold to say that we have moved with speed and determination each time we have faced the challenge of school abductions, and the results attest to this.

“Each time this has happened, we have always accepted responsibility, rather than being in denial. And that has made all the difference in whether or not the abducted school children have been recovered.”

The minister expressed dismay that some Nigerians “denigrated” the government and country over the Kankara incident.

He also taunted those campaigning for the release of the schoolboys, asking them to go back home.

“We hope those who have started trading and politicking with the hashtag ‘BringBackOurBoys’ can now go home, as our boys have been brought back, even before their dubious campaign could take off,” he said.

A Tennessee nurse was filmed fainting live on television 17 minutes after getting Pfizer’s COVID-19 vaccine on Thursday.

Nurse Tiffany Dover was among the first nurses in Chattanooga, Tennessee, to receive the vaccine.

She was giving an interview to local news outlet News Channel 9 when she suddenly started feeling unwell.

‘It’s really… I’m sorry I’m feeling really dizzy. I’m sorry…’ she said before dropping to the ground while two colleagues rushed to catch her.

She then recovered and her colleagues insisted it had nothing to do with the vaccine.

‘It is a reaction that can happen very frequently with any vaccine or shot,’ said Dr. Jesse Tucker, Medical Director of critical care medicine at CHI Memorial, who also received the vaccine.

On Friday morning, Vice President Mike Pence received the shot as did Surgeon General Jerome Adams.

President-elect Biden and Vice President-elect Kamala Harris have also received the vaccine, and the country’s most senior medics say it is safe.

There remains though a huge amount of skepticism surrounding the vaccine.

Many fear not enough research has been done into the long term side effects or safety.

There is no data about how safe the vaccine is for children under the age of 16 nor is there information about how long it provides immunity.

Two British healthcare workers who were among the first in the world to receive the vaccine when it became available went into anaphylactic shock afterwards.

They both recovered afterward.

Pfizer’s vaccine is the only one in the world that has been approved. Moderna’s is still being reviewed, as is AstraZeneca’s.

Polls vary about how many Americans are willing to take the vaccine.

A recent ABC News poll said as many as 80 percent were but 44 percent wanted to wait until they knew more about it.

That’s higher than most other polls which say up to 40 percent of Americans are suspicious of it and unwilling to take it.

Ex-President of Burundi Pierre Buyoya has died in Paris of Covid-19 at the age of 71, several close relatives told AFP on Friday.

“President Pierre Buyoya died last night in Paris. He had Covid-19,” a member of his family told AFP, requesting anonymity.

Several other relatives confirmed the death of Buyoya, who served as special envoy of the African Union to Mali and the Sahel from 2012 until November this year.

Buyoya “had been hospitalised Wednesday last week in Bamako where he was placed on a respirator,” the family member said.

“He was evacuated to Paris yesterday afternoon. His plane made a stopover and arrived in France in the evening. He died as the ambulance took him to hospital in Paris for treatment,” the source said.

Buyoya resigned as AU envoy in late November after being sentenced to life imprisonment in Burundi the month prior over the 1993 assassination of his successor, which he denounced as politically motivated.

Buyoya, an ethnic Tutsi, first came to power in Burundi, one of the smallest countries in Africa, in a coup in 1987.

He stepped down in 1993 in the country’s first democratic elections in which Melchior Ndadaye, a Hutu, resoundingly beat him.

But hardline ethnic Tutsi soldiers killed Ndadaye just four months into the job.

His murder plunged Burundi into years of civil war between the majority Hutus and minority Tutsis.

Buyoya became president again after a coup, ruling from 1996 to 2003.

In 2000, he signed the Arusha Accords, an agreement aimed at ending the civil war which left an estimated 300,000 people dead between 1993 and 2006. He stepped down in 2003 in line with the accords.

In the buildup to the 2019 general elections, former President Olusegun Obasanjo warned Nigerians against re-electing Muhammad Buhari.

According to Obasanjo, the President is not physically and mentally sound to lead a country like Nigeria.

In an open letter titled “Point for Concern and Action,” the former President also alleged that Buhari was acting like a former military dictator, Sani Abacha.

The letter dated January 20, 2019, read, “While Nigeria must appreciate Buhari for the little he has done and allow him to depart for home in peace if he allows free, fair, peaceful and credible elections, we must also tell ourselves that  Nigeria deserves better at this point than what Buhari is capable of offering.  History will note that he has been there.  Nigeria now needs a man with better physical and mental soundness, with an active mind and intellect.

“Let me say again that Nigeria belongs to all Nigerians and exists for the benefit of all Nigerians and non-Nigerians who desire to live or do business in and with Nigeria.  The attitude of “it is my turn and I can do what I like” with impunity will not last because God creates Nigeria and it will outlive all evil machinations and designs against the overall interest of Nigeria.

“Before I conclude, let me assert that the security situation has deteriorated with kidnapping everywhere and Boko Haram more in action and nobody should deceive Nigerians about this.

“With the teaming up of Boko Haram and Islamic State’s West Africa Province (ISWAP), Boko Haram is stronger today militarily than they have ever been.  The Nigerian government has also empowered Boko Haram through the payment of a ransom of millions of dollars which each administration disingenuously always denies.

“With ISIS being liquidated in Iraq and Syria, Africa is now their port of concentration.  Soon, they may take over Libya, which, with substantial resources, is almost a failed state.  When that happens, all African countries North of Congo River will be unsafe with serious security problems.  The struggle must be for all West African, Central African, North African and most East African States.  Nigeria has to play a vanguard role in this struggle as we have much to lose.

“This administration has reached the end of its wit even in handling all security issues, but particularly Boko Haram issue, partly due to misuse of security apparatus and poor equipment, deployment, coordination and cooperation.

“Finally, those Nigerians that are being intimidated or threatened by this administration must trust in God and stand firm.  Tough times do not last forever, but tough people invariably survive tough times.  This is a tough time for almost all Nigerians in different respects, but the people’s will shall triumph.”
