N158M Scam: Court Freezes Governor’s Suspended Aide's Accounts

A Federal High Court sitting in Ikoyi, Lagos, has ordered the interim forfeiture of the funds and properties traced to Abidemi Rufai, the suspended aide of the Ogun State Governor, Dapo Abiodun, who is facing wire fraud charges in the United States of America.

The court order, which was granted on Tuesday, covers Rufai’s property located at 11, Omodayo Awotuga Street, Bera Estate, Chevy View, Lekki, Lagos, and funds in his accounts domiciled in Sterling and Zenith banks.

Rufai, who served as the Deputy Director-General of the Dapo Abiodun Campaign Organisation in the last governorship election in the state, was arrested in May 2021 at the John F. Kennedy International Airport in New York, US, on a criminal complaint of wire fraud for his scheme to steal over $350,000 (about N158 million) in unemployment benefits from the Washington State Employment Security Department, the acting US Attorney, Tessa M. Gorman, announced.

He made his initial appearance in court on Saturday, May 15, 2021, in New York.

Justice Tijjani Ringim made the order sequel to an ex parte motion filed and argued by a counsel for the Economic and Financial Crimes Commission (EFCC), Ebuka Okongwu.

The EFCC joined Rufai, his firm, Omo Mayodele Global Investment, and Sterling Bank PLC as the first, second and third respondents in the suit.

Okongwu told the judge that it was essential for the court to grant the prayer of interim forfeiture to preserve the remaining and prevent further dissipation of the defendant’s funds in his Sterling Bank account.

He then furnished the judge with an affidavit sworn to by an EFCC investigator, Usman Abdulhamid, detailing the agency’s investigation of Rufai in collaboration with the Federal Bureau of Investigation (FBI).

Justice Ringim, in a bench ruling, granted the EFCC’s order as prayed in the motion paper.

“I am satisfied by the averment in the affidavit deposed to by Usman Abdulhamid and the legal submission of the counsel that this application should succeed and the same is accordingly granted as prayed,” the judge held.

The judge also ordered the EFCC to publish the order within 14 days from Tuesday for any interested party to show cause why the funds and property should not be permanently forfeited to the Federal Government of Nigeria.

Justice Ringim adjourned further proceedings till December 1, 2021.

A former Navy Commodore, Kunle Olawunmi, on Tuesday honoured an invitation by the Defence Intelligence Agency over comments he made on Channels Television’s ‘Sunrise Daily’ breakfast programme last Wednesday, The PUNCH has reported.

Olawunmi visited the DIA headquarters in Abuja with his counsel, Femi Falana, SAN, who confirmed the visit to our correspondent on Tuesday, saying, “It was a friendly chat.”

The DIA had invited the ex-Naval officer on Saturday over some comments he made on the programme last Wednesday.

On Wednesday, August 25, Olawunmi was a guest on the breakfast show where he spoke for about an hour, sparking intense discussions and concerns offline and online.

He had described as an “aberration” the Tuesday, August 24 attack by bandits on Nigeria’s foremost military university, the Nigerian Defence Academy, where two military officers were killed and another kidnapped.

“It is an aberration; you don’t attack the Nigerian Defence Academy and get away with it,” Olawunmi lamented during the interviewe, adding that the NDA, like other military environments in the country, carelessly opens its doors to everyone on Friday for Jumat prayer, thereby giving terrorists the opportunity to profile the institution.

He had said, “In 2017, I carried out an investigation by the minister of defence that wanted me to check what was going on with the training and the security there (NDA). I remember I spent about a week in the NDA with the commandant and the staff, but something struck me: every Friday, the gate of NDA is thrown open and everybody has access to pray in the mosque.

“On Fridays, you are going to see the same thing happening across all military formations in the country… If you go to Defence Headquarters, I served at the Defence Headquarters as the Deputy Director, Defence Administration, between 2015 and 2017. Throughout my two years at the Defence Headquarters, I received visitors twice because of the strict security architecture there; but every Friday, the gate of the Defence Headquarters is thrown wide open for everybody to come in and observe Jumat.

“That is the time the terrorists have the time to profile our security environment. It has always been the case. I have served the military intelligence for the past 35 years. Our problem is religion and socio-cultural.”

Olawunmi, who described himself as a Professor of Global Security Studies, had said, “Recently, 400 people were gathered as sponsors of Boko Haram. Why is it that the Buhari government has refused to try them? Why can’t this government bring them to trial if not that they are partisan and part of the charade that is going on?

“You remember this Boko Haram issue started in 2012 and I was in the military intelligence at that time. We arrested those people. My organisation actually conducted interrogation and they (suspects) mentioned names. I can’t come on air and start mentioning names of people that are presently in government that I know that the boys that we arrested mentioned. Some of them are governors now, some of them are in the Senate, some of them are in Aso Rock.

“Why should a government decide to cause this kind of embarrassment and insecurity to the sense of what happened yesterday (Tuesday attack on NDA)?” he had queried; adding that “terrorism financiers want to turn Nigeria to a Taliban type of country.”

Olawunmi had also said he was not afraid of death because, “If you tell the truth, you die; if you don’t tell it, you die.

“Some people have the mindset to Islamise the nation and they are in government. The DSS knows them, the NIA knows them, the DIA knows them because it is the DIA that conducted the operations that arrested the (400) suspects.”

In recent times, individuals who criticised the regime and made startling disclosures in the media have been invited by the security agencies for debriefing or interrogation.

In September, a former deputy governor of the Central Bank of Nigeria, Obadiah Mailafia, was invited by the DSS when he claimed that a serving northern governor was a Boko Haram leader.

Hours after the housemate’s eviction on Sunday, the Big Brother Africa star tweeted that her exit was inevitable, accusing the show’s organizers of exploiting her by positioning her for undeserving attacks.

Maria came in third place in the revealed bottom four polls with 13.73% votes from fans of the show.

Despite what organizers insist is a verifiable voting process, Maria’s eviction came as a shocker especially as she appeared to be one of the strongest contenders for the N90 million prize.

Recall Maria was nominated alongside Pere, Sammie, Queen, JMK and Crossin last week’s nominations. For the best part of the week, Maria grumbled about being nominated by housemates despite having had a fair advantage from the wild card veto nominations to winning Head of House.

The housemate, however, earned a strike for microphone infringement with weighty punishments including the stripping of immunity for two weeks.

Rev. Father Ejike Mbaka, the Spiritual Director, Adoration Ministry Enugu Nigeria (AMEN), has said that the attack on the Nigerian Defence Academy was just the beginning of what will befall Nigeria if the regime of President, Major General Muhammad Buhari did not change and God did not intervene.

He also called on the Federal Government to release the leader of the Indigenous People of Biafra, Mazi Nnamdi Kanu, from detention.

Mbaka, who made the call in a homily during Sunday mass, queried whether the attack on the NDA was carried out by the IPOB leader.

He warned that the attack on the NDA was still elementary to what would happen if something drastic was not done urgently to avert it.

In the homily, which had gone viral, Mbaka stated, “Did you not hear that yesterday (Saturday), bandits entered into our most secured place in this country, Nigerian Defence Academy? The NDA, the impenetrable place in Nigeria and killed some Nigerian military officers.

“And people are still talking of Father Mbaka and Adoration. And some Catholics are still attacking the worship of Blessed Sacrament through adoration; what are they going there to do?  The country is sinking just as I told them last time. The arrest of Nnamdi Kanu; will it solve any problem? Will it stop any agitation? Now, the attack on the NDA; is it Nnamdi Kanu now?

“Is it not better he is released. Since he is still under their custody and NDA could be perforated, violated and mesmerised, what is the hope of this country if it can happen in Nigeria Defence Academy? Where else is safe?

“As I told you people last two months that what you are seeing is just the beginning of the trouble and that the main trouble is coming. This one that they did (NDA attack) is just the elementary part of it. The secondary part of it is still coming.

“I am only asking God to intervene because what is happening in Afghanistan right now; if God is not ready to help us, Nigeria’s situation will be worse in the future. You are free to attack Father Mbaka and criticize me, that one is your problem.

“I am doing my prophetic work, and I don’t need apology or affirmation or support or approval from anybody apart from the Holy Spirit who sent me on this risky assignment. Even if I want to stop it, I can’t even stop it.”

People in Uganda were left in shock after a woman caught her husband almost exchanging vows with another woman in a colourful wedding that was taking place in the church.

The woman had been abondoned by her husband few years ago. Her husband left her with two children and took away other two children. He went to stay with another wife at a very far place.

The wife had no idea where her husband was hiding from. Recently, the neighbours revealed to the woman where her husband was and what he was doing.

They revealed to her the day her husband was wedding another wife. The woman prepared in a hurry and went straight to the church where the wedding was taking place.

She found the pastor almost finishing the wedding. The woman ran straight to her husband and started fighting him asking why he decided to marry another wife and yet he knew very well that he belonged to her as a legally wedded husband and they had not divorced.

The man was embarrassed and did not do anything but looked confused and attempted to fight the woman in church.

He threw some weak blows to the lady out of desperation but the blows did not hurt the woman as she countered them with other high velocity blows.

The situation turned ugly very quickly as everyone was confused without knowing who to support among the two.

The church pastors and leaders were forced to intervene and stop the fight. They separated the woman from the husband and took her far away where they questioned her and listened to her side of the story.

They were forced to cancel the wedding and asked the woman to report her husband to court so that he could be responsible and take care of her and the children.

UN Warns Buhari, Other Leaders To Stop Abducting Journalists, Critics

United Nations Secretary-General, António Guterres, has told President Muhammadu Buhari’s administration and other governments to stop enforced disappearances.

A telling report by the International Society for Civil Liberties & Rule of Law (Intersociety) revealed that in Nigeria, “not less than 600 (Igbo youths) were disappeared or feared killed in the captivity” of the Nigerian military. It also stated that “over 90 per cent of the victims of the atrocities are innocent.”

The UN chief urged countries to fulfil their obligations toward preventing and prosecuting cases of enforced disappearance, a “cowardly practice” which the coronavirus pandemic has made even more difficult to combat.

Mr Guterres made the appeal in his message on Monday to mark the International Day honouring victims of this serious human rights violation, observed on August 30.

“Together, we can, and we must end all enforced disappearances,” he said.

Enforced disappearance refers to the arrest, detention, or abduction of persons by state agents or those acting with state authorization or support whose whereabouts are unknown.

Abubakar Dadiyata, a critic of the government in Nigeria, abducted since 2019 in Kaduna has not been seen to date.

According to the UN, once largely the product of military dictatorships, enforced disappearance has become a global problem, with hundreds of thousands of people disappearing in more than 80 countries.

Director-General of the National Broadcasting Commission (NBC), Balarabe Ilelah, vowed on Monday that the administration of President Muhammadu Buhari will continue to guide journalists and media houses on what to report. He noted that outlets caught flouting broadcasting codes (set by the NBC) would be summoned to explain themselves.

“NBC is not here to suppress press freedom but to guide the press,” Mr Ilelah said. “Our duty is to make sure that everybody is given a fair playing ground so that you can say whatever you want to say that is according to the law.”

“We are going to keep on fighting people that are spreading fake news. The commission will not be scared and will keep on summoning anyone who goes contrary to NBC code,” Mr Ilelah said during a visit to his office by members of the Nigeria Union of Journalists.

Led by the NUJ president, Chris Isiguzo, the journalists said they had come to “interface with the commission” as “strategic state products in the Nigerian politic.”

Mr Ilelah warned that media houses must “operate within the ambit of the law”, and that anyone found wanting “must be held accountable.”

According to him, “As leaders of your various reputable and responsible organisations, I want you to tell your members that nobody is above the law. All of us must live within the coverage of the law, and we must be held accountable.”

Mr Ilelah said the NBC mandate is to regulate and work with media houses to sanitise the industry and ensure that things are done according to the law.

Earlier, the NUJ President, while congratulating Mr Ilelah, said for democracy to thrive, the media must be allowed to operate without unnecessary encumbrances.

“That media must at all times operate without harassment, incessant harassment, intimidations, frequent queries, summons, arrests and what have you.

“We are not people that are fighting to bring down the country. The media professionals worked tirelessly to ensure that Nigeria became a democratic nation.

“Therefore, it will be unthinkable for anybody to begin to imagine that the same media will also be at the vanguard of ensuring that what it worked, fought and won, is at the same time destroyed,” he said.

The journalists asked NBC to grant them a licence to operate the NUJ radio and television.

The Chief Justice of Nigeria and Chairman of the National Judicial Commission, Justice Tanko Muhammad, has summoned the Chief Judges of six states over the conflicting decisions all given by courts of coordinate jurisdiction.

The Chief Judges summoned are those of Rivers, Kebbi, Cross River, Anambra, Jigawa, and Imo states.

“It has become expedient for me to invite you for a detailed briefing on the development.

“This is even more compelling, having regard to earlier NJC warning to judicial officers on the need to be circumspect in granting ex parte applications,” the summon sent to the chief judges read in part.

Media aide to the CJN, Ahuraka Idaho, also confirmed the development to our correspondent on Monday.

He however said he had no information on the date the summoned judges will meet with the CJN.

The Peoples Democratic Party has said its stand that the regime of President Muhammadu Buhari and the ruling All Progressives Congress is “a haven of thieves and treasury looters” has been vindicated by a confession made by the Minister of Transportation, Rotimi Amaechi.

The party said Amaechi recently confessed that “stealing is going on quietly” under the Buhari regime.

According to the PDP, the “confession also further confirms that the Buhari-led APC administration has been providing official cover for corrupt officials, who have turned government agencies to cash cows and Automated Teller Machines (ATM) for themselves, their cronies, family members and mistresses.”

The PDP said this in a statement titled, ‘Amaechi’s APC Looting Confession Vindicates PDP,’ signed by the National Publicity Secretary, Kola Ologbondiyan on Monday.

The statement read in part, “The situation as presented by Amaechi shows that ‘quiet stealing’ is a policy of the APC administration.

“This explains why the administration is heavy on propaganda and has failed to prosecute its officials and APC leaders openly indicted for corruption, but only resort to “easing out” such thieves with a pat on the wrist.

“The confession by Amaechi exposes why the APC administration has failed to recover the over N25 trillion naira reportedly stolen by APC leaders in various government agencies.

“Nigerians now have a clearer picture on how the N9.3 trillion as detailed in the reported NNPC memo was stolen, how over N2 trillion was allegedly siphoned under fraudulent subsidy regime as well as how the N1.1 worth of crude oil was reportedly stolen using 18 unregistered vessels.

“This is in addition to the revelation by the National Security Adviser (NSA), Gen. Babagana Monguno, that billions of naira meant for security under the APC could not be traced.

“Nigerians now know how billions of naira reportedly stolen from various agencies including the National Health Insurance Scheme (NHIS), the National Emergency Management Agency (NEMA), in which a very top APC government official was indicted, as well as the N500 billion Social Investment Programme fund, as revealed by First Lady, Aisha Buhari, were siphoned.

“Amaechi’s confession has also shed more light on the circumstance behind the alleged stealing of N165 billion in the Nigeria Ports Authority (NPA) under his ministerial purview, the N1.5 trillion and $9.5 million reportedly stolen from Nigerian Maritime Administration and Safety Agency (NIMASA), the $65 million (N31 billion) frittered from the Federal Mortgage Bank of Nigeria (FMBN) as well as the N90 billion looted from the Federal Inland Revenue Service (FIRS), among others.

“This is in addition to the alleged secret looting of huge part of foreign loans and repatriated funds placed at the disposal of the APC and its administration.

“The APC has looted our nation into two excruciating economic recessions in a space of six years and turned our nation into the poverty capital of the world, where over 83 million citizens live in abject impoverishment and unable to afford basic necessities of life.

“The PDP charges Nigerians to hold the APC and its leaders responsible for all the woes that have befallen the nation in the last six years and ensure that the fizzling APC is not allowed anywhere near the governance of our nation, come 2023.”
