Crisis Looms As JOHESU Issues Strike Notice To Federal Government

Crisis Looms As JOHESU Issues Strike Notice To Federal Government

The Joint Health Sector Unions (JOHESU) and Assembly of Healthcare Professional Association have issued the Federal Government a 15-day ultimatum, saying they will commence an indefinite strike over outstanding welfare issues with the union.

Biobelemonye Josiah, JOHESU’s National President, said this in a letter addressed to the Minister of Labour and Employment, Chris Ngige, and other relevant officers on Saturday in Abuja.

Mr Josiah said the 15-day ultimatum was necessitated by the “nonchalant attitude of government to the plight of its members”.

Issues

According to Mr Josiah, “the welfare issues include adjustment of Consolidated Health Salary Structure (CONHES) as was done with Consolidated Medical Salary Structure (CONMESS) since 2014, payment of all withheld April and May 2018 salaries of our members and withheld salaries in Federal Medical Center, Owerri, JUTH and LUTH, review of the defective implementation of COVID-19 Special Inducement and Hazard Allowance, implementation of National Industrial Court of Nigeria (NICN) Alternative Dispute Resolution (ADR), Consent judgment and other court judgments, increase in retirement age from 60 to 65 years for health workers and 70 years for Consultant Health Professionals.”

”Others are payment of reviewed hazard allowance in terms of payment that guarantee fairness and justice to all concerned, payment of actual 30 per cent consolidated basic shift duty allowance to nurses/midwives and others.

”Payment of teaching allowance to members on CONHESS 7 and 8 (nurses, midwives and others) and proper placement of Nurse Graduates and Interns,” he said.

The JOHESU president also said “others include payment of outstanding salaries of intern health professionals and all the Tertiary Health Institutions, proper implementation of the consultant pharmacist cadre for pharmacists in the public sector, among others”.

According to him, “you will recall that up till the time of writing this letter, the Federal Government has not deemed it fit to honour the Terms of Settlement entered into with JOHESU since September 2017.

”This is especially the upward review of CONHESS Salary Structure as agreed, to be completed within five weeks from the date of agreement amongst other requests.

”Government did not deem it fit to address these key issues during the duration of the last seven days warning strike and has only met with JOHESU on July 12,” he said.

Mr Josiah said that it would also be recalled that “on July 2020, that the Minster of Health agreed that a mistake was made by government in the payment of COVID-19 Special Inducement and Hazard Allowances”.

He noted that the shortfall was in the payment of 50 per cent Basic of Consolidated allowances to all those health workers. “It was a mistake on the part of government and the shortfall shall be paid according to affected health workers”.

He added that up till the time of this letter, the shortfall has not been paid.

“To make matters worse, when the payment for June 2020 was made, government decided to again wrongfully pay 10 per cent of Consolidated Basic Allowances to our members affected by the shortfall of April and May 2020.

“This is in contravention of the spirit and content of the MoU signed on April 21, 2020.

”JOHESU, in compliance with the provision of Section 41 of the Trade Disputes Act Cap.T8 LFN 2004, is constrained to give the Federal Government of Nigeria 15 days ultimatum with effect from September 3.

”This also is to inform you that with effect from midnight of September 17, all our members in the Federal Health Institutions shall embark on an indefinite strike action in all state and Local Government health institutions.

”You are all placed on red alert for the strike, if the Federal Government foot drags in attending to our demands,” he said.

Mr Josiah, however, noted that “JOHESU had shown maturity, selflessness and patriotism in the face of extreme provocations and government’s nonchalant attitude on the welfare of its members”.

The nation’s resident doctors are currently on strike.

Jide Sowore, Sahara Reporters’ Publisher’s Brother, Shot Dead

Jide Sowore, Sahara Reporters’ Publisher's Brother, Shot Dead

Suspected herdsmen have killed Olajide Sowore, the younger brother of Sahara Reporters’ publisher, Omoyele, the activist said in a statement.

Omoyele Sowore said his brother was killed by armed men suspected by witnessed to be herdsmen while travelling between Benin and Ondo on Saturday morning.

He was studying pharmacy at Igbinedion University, Sowore said, decrying his brother’s loss as a huge one for his family and friends.

A spokesman for the Police in Akure did not immediately return a request seeking comments from reporters on Saturday morning.

The development came as southerners are pushing to restrict herdsmen activities across the region. On Thursday, Ondo became the latest state to adopt a law against open grazing when Governor Rotimi Akeredolu signed the state’s anti-open grazing bill into law.

The state has witnessed repeated deadly attacks linked to herdsmen. In 2019, Funke Olakunrin, daughter of Afenifere leader Reuben Fasoranti, was killed by suspected herdsmen along the same route where Jide Sowore was killed today. The Police said they had made arrests in connection to Mrs Olakunrin’s death, but no suspect has been convicted to date.

Sowore described his late brother as selfless and industrious, saying his demise would leave a void in the prominent Ondo family.

“You lived your life so that everyone could be alright but now assassinated by everything that’s not alright!” the publisher said.

Big Brother Naija Season 6 housemate, Tega

Big Brother Naija Shine Ya Eye housemate, Tega, has revealed that her marriage may be a sham, causing fans to react.

During the Jacuzzi Party, she asked Emmanuel and Boma what they would do if they found out that she wasn’t married outside the show.

The married mother-of-one asked, “What if you guys find out I’m not married? What will you do?”

Emmanuel answered, “I will understand. I won’t even say anything. I’ll just be like, ‘Now I know why’.”

She asked Boma the same question and he said, “I’ll beat you first.”

Tega called Pere and told him what Boma said and he agreed with Boma’s stand.

Earlier in the week, Tega set tongues wagging with a video that went viral on which featured her kissing fellow housemate, Boma while in bed.

During the party, Tega and Boma also danced together after sharing a kiss in front of the housemates during a task.

Reaction From Fans

Reacting to the conversation and Tega’s conduct during the party, fans took to Twitter to doubt her marital status.

A tweep, @whitegenerall, said, “I’m starting to believe Tega is not married or their relationship is in shambles because this behavior is really bad.”

Another tweep, @amearypearl, wrote, “Tega is so shameless. You were supposed to be an inspiration for married women on the show. So that married woman who wanted to go on the show will boast that Tega went and made everyone proud. But it’s a lie, you ‘fall our hand’ and I’m not finding it funny.”

@aina_ayike tweeted, “You guys shouldn’t be surprised when Tega comes out and said she isn’t married because she knows she has really messed up.”

“Tega knows she has messed up. Now she want to use the ‘what if we go and you find out am not married’ stunt. Stupid,” @janet_boniface said.

Three Persons Abducted In Ekiti Regain Freedom After N3m Ransom

The gunmen who kidnapped three persons at the Goshen Community area of Ajebamidele in Ado Ekiti, the Ekiti State capital, have set them free.

Sources at Goshen Community said that the victims – a man with his pregnant wife and one other said to be a pastor, who were abducted on Tuesday evening — regained their freedom on Thursday night.

The gunmen were said to have, immediately on taking the victims to the bush, contacted the families on phone and demanded N10m ransom.

A source said on Friday that the families paid N3m following passionate appeal to the gunmen for reduction.

He said, “After intense negotiation, the couple paid N2.5m, while the criminals collected N500,000 from the other person, totalling N3m. After collecting the money, the victims were released at a bush in Igbara-Odo in the Ekiti South West Local Government area on Thursday night.”

The Police Public Relations Officer, Ekiti State Command, Sunday Abutu, who confirmed the release, said, “The three abducted persons from Ajebamidele, Ado-Ekiti on August 31, 2021 have been released by their abductors after a serious pressure mounted on the abductors by the Police and other relevant agencies including the locals.

“They have been reunited with their family members while effort is ongoing to ensure the arrest of the culprits. However, two suspects were arrested during the search operation in the bush,” Abutu said.

Data from the investigation activities of the Lagos Command of the Economic and Financial Crimes Commission, EFCC, for the second quarter of 2021, indicates that Lekki District is the preferred location for all manner of cyber fraud syndicates.

Appeal Court Declares Ozigbo Anambra’s PDP Guber Candidate

Appeal Court Declares Ozigbo Anambra's PDP Guber Candidate
Valentine Ozigbo

The Abuja Division of the Court of Appeal has declared Valentine Ozigbo as the validly elected governorship candidate of the Peoples Democratic Party (PDP) for the November 6 governorship election in Anambra.

Delivering judgment, the President of the Court of Appeal, Justice Monica Dongban- Mensem, who led a three- man panel of justices, held that the appeal filed by Mr Ozigbo, challenging the judgement of the Akwa High Court had merit.

The appellate court set aside the decision of the Akwa Division of the State High Court and declared it null and void.

It also awarded the sum of N10 million exemplary cost in favor of Ozigbo.

The judgment of the Awka high court had barred Mr Ozigbo from parading himself as the PDP candidate in the Anambra gubernatorial election coming up on November 6.

APC: No Going Back On Saturday Congresses Despite Judgement

APC: No Going Back On Saturday Congresses Despite Judgement
Yobe State Governor, Mai Mala Buni

The Governor Mai Mala Buni-led Caretaker/Extraordinary National Convention Planning Committee of the All Progressives Congress, on Thursday, ordered state chapters of the party to go ahead with the local government congresses scheduled for Saturday.

This came barely 24 hours after a Delta State High Court sitting in Asaba was reported to have issued an order restraining Buni from parading himself as the chairman of the committee.

The Secretary of the CENCPC, Senator John Akpanudoedehe, while addressing the chairmen, secretaries and members of the various local government congress committees at the APC national secretariat in Abuja, reiterated the resolve of the party’s leadership to come down hard on aggrieved members, who took the party or any of its officials to court, without exhausting internal party mechanisms.

He enjoined the committee members to go about and discharge their responsibilities without fear or favour.

The Party Secretary also extended the warm regards of the Chairman of the CENCPC, Buni, who he said was unavoidably absent from the gathering, to the attendees.

Akpanudoedehe said he would not comment on the restraining order issued by the Asaba High Court “so that I will not be misquoted.”

Akpanudoedehe stated, “We also use this opportunity to reiterate the resolution of the NEC of our party to severely sanction members and their sponsors, who take the party to court.

“His Excellency, Mai Mala Buni is determined to carry out to the letter the instructions of our leader, President Muhammadu Buhari, which is to rebuild the party from the bottom up. The process has reached an advanced stage.

“Rest assured that your assignment, as well as the earlier ward congresses nationwide, are legally protected. We are on a solid ground.”

He added, “Consequently, the CECPC ratifies and adopts the results of the party’s earlier nationwide ward congresses held on Saturday, July 31, 2021; however, any state caretaker committee that swears in any person or group of persons, who are not elected through a congress conducted by the designated National Congress Committee of the party, is null, void and of no effect. However, where there are still complaints, the CECPC will be fair to all.

“Accordingly, the CECPC hereby directs you all to go and conduct nationwide local government congresses on Saturday, September 4, 2021, as contained in the official timetable/schedule of activities released by the party.”

Article 21 (D) of the APC Constitution, 2014 (as amended), titled, ‘Punishment of Erring Members’, read in part, “(i) The party shall have powers to impose the following sanctions on members in accordance with the nature and gravity of their offences: reprimand, censure, fine, debar from holding party office, remove from party office, suspend from party office and expunge from the party.”

It had been reported that the President Muhammadu Buhari had, while presiding over the National Executive Committee meeting of the party on June 25, 2020, asked for the discontinuation of pending litigation by members against the party and its officers.

He had said, “It is important to discontinue all litigation involving members of the party, which are connected to issues of the party and in respect of which several court orders and counter-orders have been issued against the party and some specific members of the party.

“This directive has been issued by the party before; unfortunately, some members failed to heed the party’s directive, which must be effectively enforced with dire consequences for members, who choose to ignore the directive.

“I believe that the issues facing us at the moment are very serious, and as such, require that we take very firm and clear decisions that will be in the best interests of the party. We must instil and enforce party discipline.

“Failure in taking these measures, places our party in a difficult position that negates the years of struggle and sacrifice.”

Buhari subsequently proposed a resolution in that direction, which was unanimously adopted by all NEC members present.

It’s A Minor Shock, Says Banire

However, a former National Legal Adviser of the APC, Muiz Banire, SAN, told reporters that he was not surprised by the restraining order.

“I believe that this is just a minor shock. The implication is that at the end of the day, all nominations and congresses, including conventions, are endangered in terms of legitimacy,” he said.

A Delta State High Court sitting in Asaba had on Wednesday granted an interim injunction restraining Buni and other members of the caretaker committee from parading themselves as members of the CECPC pending the determination of the substantive suit.

Justice Onome Umukoro also stopped the scheduled APC local government congress in Delta State slated for Saturday.

The state Deputy Chairman of the APC, Olorogun Elvis Ayomanor, and other officials of the party had approached the court to challenge the outcome of the ward congress in the state.

‘Party Yet To Receive Order’

However, as of 5.37pm, the party had yet to receive a copy of the court order. A member of the party’s legal unit, who spoke on condition of anonymity because he was not authorised to speak to the media, said, “As I speak to you, we have yet to get a copy of the order.”

When contacted, the spokesman for the concerned APC members, Abdullahi Dauda, said, “Unless we do the right thing as a party, this embarrassment will continue. Our leaders need to truly sit down and address issues; threats of expulsion and even expulsion are not the solution to this crisis.”
