President Trump Signs Executive Order To Regulate Social Media

US President Donald Trump has signed an executive order which removed some of the legal protections given to social media platforms, few days after his Twitter fact-checking row.

Speaking to newsmen while signing the order which gives regulators the power to pursue legal actions against firms such as Facebook and Twitter for the way they police content on their platforms, the US President said the move was to “defend free speech from one of the gravest dangers it has faced in American history”.

Trump said;

“A small handful of social media monopolies controls a vast portion of all public and private communications in the United States.

“They’ve had unchecked power to censor, restrict, edit, shape, hide, alter, virtually any form of communication between private citizens and large public audiences.”

Under Section 230 of the US law, social networks are not generally held responsible for content posted by their users, but can engage in “good-Samaritan blocking” such as removing content that is obscene, harassing or violent.

The executive order however points out that this legal immunity does not apply if a social network edits content posted by its users, and calls for legislation from Congress to “remove or change” section 230. Mr Trump said Attorney General William Barr will “immediately” begin crafting a law for Congress to later vote on. It also says “deceptive” blocking of posts, including removing a post for reasons other than those described in a website’s terms of service, should not be offered immunity.

The executive order also calls for:

the Federal Communications Commission (FCC) to spell out what type of content blocking will be considered deceptive, pretextual or inconsistent with a service provider’s terms and conditions

a review of government advertising on social-media sites and whether those platforms impose viewpoint-based restrictions

the re-establishment of the White House “tech bias reporting tool” that lets citizens report unfair treatment by social networks

The order also accuses social media platforms of “invoking inconsistent, irrational, and groundless justifications to censor or otherwise punish Americans’ speech here at home.” It specifically cites Twitter for “selectively” applying warning labels to “certain tweets.” It also faults Google for helping the Chinese government surveil its citizens; Twitter for spreading Chinese propaganda; and Facebook for profiting from Chinese advertising.

In a long-shot legal bid, the order seeks to curtail the power of large social media platforms by reinterpreting a critical 1996 law that shields websites and tech companies from lawsuits.

Legal observers described the action as “political theater”, arguing that the order does not change existing federal law and will have no bearing on federal courts. They also argued that it be unconstitutional because it risks infringing on the First Amendment rights of private companies, and because it attempts to circumvent the two other branches of government.

Twitter has however described Trump’s order as “a politicized approach to a landmark law,” saying attempts to erode the decades-old legal immunity may “threaten the future of online speech and Internet freedoms.”

Google, which owns YouTube, said changing Section 230 would “hurt America’s economy and its global leadership on internet freedom.”

Google told BBC;

“We have clear content policies and we enforce them without regard to political viewpoint. Our platforms have empowered a wide range of people and organizations from across the political spectrum, giving them a voice and new ways to reach their audiences.”

Facebook also pushed back at the executive order. The social media platform’s spokesperson, Andy Stone said in a statement;

“By exposing companies to potential liability for everything that billions of people around the world say, this would penalize companies that choose to allow controversial speech and encourage platforms to censor anything that might offend anyone.”

This is coming after the US President told his followers on Twitter to “stay tuned” after the social media platform applied a fact-check on two of his tweets, including one that claimed that mail-in ballots would lead to widespread voter fraud.

Offering its explanation for doing so, Twitter’s CEO Jack Dorsey said the claim might “mislead people into thinking they don’t need to register to get a ballot.”

Nobody Can Stop Me From Becoming Governor In Edo State - Obaseki

Governor Godwin Obaseki on Wednesday May 27, expressed confidence that he will win a second term in office amid the crisis rocking the All Progressives Congress in Edo state.

Speaking on Channels Television ‘Sunrise Daily’, Obaseki noted that he is not a violent man but also added that no man can stop him from returning as Edo State’s Governor.

He said;

“I am not a violent person. But I am confident that the way I got into power is the same way I will return.

“God gave me power. If he wants me to return I will continue. No man can stop me. Power comes from God.”

Commenting on the crisis rocking the Edo state chapter of the APC, Obaseki said;

“We have always canvassed for peace. What are the issues in Edo and what are the issues that cannot be resolved in a democracy. Our concern is to use the resources of the people to develop the state.

“This shouldn’t lead to bloodshed. We will not accept to be cowed and intimidated because some people think that they can manipulate rules and cut corners.

When asked if it’s not the resources of the people of Edo State that was used for him to become the governor, Obaseki added;

“I have friends with resources. I worked for eight years behind the scene before I became governor.

“So all that insinuations about using somebody’s resources…I became Governor on the platform of the party and I am grateful for it.

“It does not matter whether it is direct or indirect (primaries), I will win.”

This occurred shortly before Pastor Osagie Ize-Iyamu emerged as the consensus candidate of the All Progressives Congress (APC) faction believed to be loyal to National Chairman of the party, Comrade Adams Oshiomhole.

See Court Ruling On Lagos Lady Who Drowned Her Baby In A Bucket

An Igbosere Magistrates’ Court in Lagos has given an order that Olufunmilola Adisa, the 22-year-old lady who drowned her baby in Lagos on May 11, be taken to the Lagos State University Teaching Hospital (LASUTH) for psychiatric evaluation.

LIB had earlier shared the story of how Olufunmilola turned herself in to the police after she drowned her 21 months old child in a bucket of water in the apartment she shared with her older sister in Gowon estate in Lagos.

In a video interview, Olufunmilola showed no remorse as she narrated how she drowned her own child. She alleged that her baby daddy rejected her and her baby when she informed him she was pregnant. Olufunmilola said her baby made her lose her admission into the tertiary institution, she also said she felt that God hated her so much.

The Lagos State Office of the Public Defender (OPD) which is representing Olufunmilola pro-Bono, approached the court to seek permission for her to be admitted into LASUTH “for psychiatric evaluation to help determine the state of her mental health.”

Magistrate (Mrs) K.O. Doja-Ojo granted the prayer and adjourned till June 26, for the outcome of the evaluation.

A temporary charge marked C/42d/2020 that was attached to the OPD’s application reads in part

“Adisa Oluwafunmilayo on May 11, 2020 at about 2020 hours at Plot 222, 21/211 Road Gowon Estate, Alimosho Local Government Area (LGA) Lagos… unlawfully killed one Adisa Oluwanifemi, female, aged one and a half years, by drowning her in a bucket of water and thereby committed an offence punishable under Section 223 of the Criminal Law of Lagos State, 2015.”

EPL: China bans Ighalo from returning as Man Utd deal expires

Odion Ighalo has been banned from returning to China, according to the Daily Mail.

Foreign players may not be able to return to the country until October, although the new season begins in June.

About a third of the Chinese Super League’s players are currently outside of China and face being refused entry until much later in the year.

Ighalo is among a huge group of players and managers that fall into that category, including Dalian Yifang manager Rafa Benitez.

However, the 30-year-old’s agent, Ladi Salami, has hinted that the Nigerian striker might end up remaining in the UK. According to Salami, an extension is close to being agreed.

Ighalo joined United on a six-month loan deal in January, which expires on May 31.

He has scored four times in eight appearances.

FG Suspends Evacuation Of Nigerian Citizens Abroad

Minister of Foreign Affairs, Geoffrey Onyeama, says the Federal Government has temporarily suspended the evacuation of Nigerians abroad.

He said suspending the evacuation was to ensure the implementation of new protocols that would be required of evacuees.

He spoke at the presidential task force on COVID-19 briefing on Wednesday.

“There is going to be a change in that protocol and that is going to affect the timing of any further evacuation we are going to undertake.

“What we have been asked to do is to cease or suspend all evacuations for now until this new structure is put into place. We are very hopeful that maybe by next week, we should be able to commence evacuation,” he added.

Among the new measures, the minister, announced was the cancelling of quarantining in hotels.

He said, “Anybody that is going to be evacuated will, first of all, undergo a test from the countries they are leaving from, at least five days before travel and not later than nine days before.

“That will be a pre-condition for boarding the flights to Nigeria. And if they are positive, they will not be able to board the flight.

“On arrival in Nigeria, Aliko Dangote and his other partners will have in place these units where they will take samples from the passengers coming in and they will retain their passports.

“The passengers will then be able to go home and not into prescribed hotels to self-isolate. Results from those samples will then be ready within a day or two; those who are positive will then be taking in for isolation.

“The whole issue of quarantining in hotels will no longer be necessary. This can also mean more people can also come back more frequently, and it will be a lot easier than it has been up to now.”

Breaking News: FG considers morning, afternoon classes guidelines for schools reopening

The Federal Government says it is thinking of sectionalising classes for primary, secondary, and tertiary institutions in the country ahead of school reopening amid the coronavirus pandemic.

The Minister of State for Education, Emeka Nwajiuba, stated this on Wednesday during a briefing by the Presidential Task Force on COVID-19 in Abuja.

The minister, who faulted the reports that schools would reopen in the country on June 8, said the government could not afford to take any costly risk, especially as it regards the safety of pupils and students in the country.

He said, “Until we are sure these children can go to school, return safely and not bring up with them COVID-19 and infect people who are more susceptible than they are, then we are running a huge risk and God forbid, in our hurry, something happens to our children, I am not sure how anybody will be able to retrieve what has been lost.

Nwajiuba said the ministry was being guided by the advice of experts including those of the World Health Organisation, noting that the decision to reopen schools would be carefully arrived at because education is on the concurrent list of the Nigerian Constitution.

He appealed to private owners of schools to co-operate with the government in ensuring a safe reopening.

“We are going to publish a specification on what we expect COVID-19 or post-COVID-19 reopening to look like. We are not talking about coping with COVID-19 but in spite of COVID-19, we expect that we will adapt.

“For a country that has over 115,000 primary schools, you will understand that 35,000 of these who are private must agree to set up the same standard in other to allow children to go in.

“We may have classes in the morning and classes in the afternoon so that we will have the whole of the infrastructure divided, provided they can serve us. I am not sure we will have classes at night. But we can do with morning and afternoon for now,” he explained.

US President Donald Trump on Wednesday threatened to close down social media platforms after Twitter labelled two of his tweets “unsubstantiated” and accused him of making false claims.

“Republicans feel that Social Media Platforms totally silence conservatives voices. We will strongly regulate, or close them down, before we can ever allow this to happen,” Trump tweeted.

Femi Adesina, the Special Adviser on Media and Publicity to President Muhammadu Buhari, has said that Nigerians were lucky to have a leader like his principal.

Adesina made the remark while dismissing attempts to pitch him against his principal.

The presidential spokesman maintained that Buhari was leading Nigeria well.

In a post on his Facebook, Adesina wrote: “A quote from mischief-makers is making the rounds, ascribed to me. I just dey laugh.

“I am a Buharist any day, no apologies, and I believe the president and I believe the president is leading the country well. In fact, we are lucky to him at a time like this.

“All attempts to demonize me will fail.”

Just a few days ago, a former Presidential Adviser, Tanko Yakassai had passed a vote of no confidence on Buhari.

Yakassai had described Buhari as an incompetent leader who can’t fix the problems in the country.

NBC Slams Three Stations With Fines Over COVID-19 Reports

The National Broadcasting Commission (NBC) has sanctioned three broadcast station for their reports on COVID-19 considered inappropriate.

Another 25 stations were also sanctioned and fined for other various offences in the first quarter of 2020.

The Acting Director General, Prof. Armstrong Idachaba, announced this while briefing the media on the amendment to the broadcast code and other issues.

The stations sanctioned on the account of their report on COVID-19 are Breeze FM and Adaba FM in Akure, Ondo state.

Adaba station, it was also learnt, was sanctioned twice.

They are to pay N250,000 for the offences. Ababa will pay twice.

On the broadcast code, the DG said it amended code will soon be published.

Also, the DG said a new time table for the Digital Switch Over (DSO) roll out will be announced immediately after the lockdown.

Idachaba also said part of the plan was to roll out in the three major cities of the country Lagos, Kano and Port Harcourt.

He said the commission has received assurance from signal distributors to ensure the success of the roll out.

Breaking News: Ize-Iyamu Emerges APC Candidate For Edo Elections

Pastor Osagie Ize-Iyamu has emerged the consensus candidate of the All Progressives Congress (APC) faction believed to be loyal to National Chairman of the party, Comrade Adams Oshiomhole.

Ize-Iyamu, a former Secretary to Edo State Government (SSG), emerged on Tuesday night in Abuja through consensus arrangement.

He is expected to slug it out with Governor Godwin Obaseki for the direct primary of the party slated for June 22.

He was presented by chairman of the screening committee, Senator Francis Alimikhena, the representative of Edo North Senatorial District.

Other members of the screening committee were a former Edo Deputy Governor Lucky Imasuen; Gen. Cecil Esekhaigbe; ex-Edo Speaker Thomas Okosun; former Minority Whip of the House of Representatives Samson Osagie; ex-member of the House of Representatives Patrick Obahiagbon and Deputy Leader of the House of Representatives, Peter Akpatason.

Aside from Ize-Iyamu, who was last week granted waiver to contest by the national leadership of APC, the other screened aspirants were a former Minister of State for Works Chris Ogiemwonyi; ex-Deputy Governor of Edo state, Dr. Pius Odubu and Gen. Charles Airhiavbere (rtd.)

Solomon Edebiri, The Nation learnt, withdrew from the race on Tuesday morning.

While the screening was ongoing in Abuja, National APC Chairman, Comrade Adams Oshiomhole, a former Edo Governor, was at his Iyamho hometown in Etsako West Local Government Area of the state for Eid-el-Fitr celebration.

But he returned to Abuja in the evening and addressed the aspirants while congratulating Ize-Iyamu.

A chieftain of APC, who was at the screening told The Nation on phone the former SSG was considered as the consensus candidate in view of his popularity and having raised teeming supporters across the three senatorial districts of Edo state.

The source added Ize-Iyamu’s impressive performance during the 2016 governorship election as PDP candidate was also considered for his choice.

Chairman of the screening committee, while formally presenting Ize-Iyamu as the consensus candidate to slug it out with Governor Godwin Obaseki on June 22 with direct mode of governorship primary election, wished him success.

He expressed optimism that Ize-Iyamu would be the standard bearer of the party for the September 19 poll and inaugurated Governor on November 12.
