Senate Asks Former Ambassador To Refund N48.3m Spent On Domestic Staff

The Senate Public Account Committee has sustained an audit query issued against a former Nigerian ambassador to Israel, for spending $134,400 (N48,388,000 at N360 per dollar exchange rate) on personal domestic staff.

The Auditor General of the Federation, Anthony Ayine, raised the query, following a 2015 audit report presented to the National Assembly for consideration.

The audit query was silent on the details of the former envoy but it indicated that he was in charge of the office in 2014.

The ex-envoy was said to have spent the amount to pay his domestic staff, including home help, security and gardeners among others.

The Senate panel, which is currently considering the report, sustained the query after scrutinising the written response of the Permanent Secretary in the Ministry of Foreign Affairs.

Part of the query read, “The sum of $134,400 was paid directly to an ambassador during his tenure for domestic servants.

“The direct payment of domestic staff salary to the ambassador is contrary to the terms of engagement as spelt out in the appointment letter, which insists on domestic staff salary to be included on Mission’s payroll.

“Therefore, the sum of funds has to be refunded. The Permanent Secretary has been requested to recover and pay back to chest the sum $134,400 paid directly to the ambassador, forwarding evidence of recovery for audit verification purposes.”

In its written response, the foreign affairs ministry justified the payment of the money to the former ambassador for the payment of his domestic staff.

Part of the response read, “On the grounds of public policy, particularly the provisions of the condition of services of the Ambassadors/Heads of Mission, the ambassador hired his own domestic servant and security personnel in accordance with the Israeli labour laws and, as such, paid their allowances directly from his personal account.

“The cost of such hiring was usually higher than what was granted to him as allowances for domestic servant, especially as relates to the Israeli minimum wages.

“He could not have operated effectively on the home front in the residence without hiring some hands to man the vast grounds, help his wife on the home front with the chores, which in the case of the Tel Aviv Post, is a hive of activities.

“If there has been an apparent lapse in the method of payment, it must have been for administrative convenience and nothing else.”

It added, “However, the observation has been duly noted and corrected.”

The Chairman of the committee, Senator Matthew Urhoghide, sustained the AuGF query and the recommendations which demanded the refund of the money.

Many activists including Aisha Yesufu had joined Nigerian youths in the streets to protest against police brutality and bad governance in the country.

We have footage of Lekki shooting incident – LCC tells Lagos judicial panel

The Management of the Lekki Concession Company (LCC) on Friday told the Lagos State Judicial Panel of Inquiry for Restitution for Victims of SARS and Related Abuses and Other Matters that the footage of the October 20 shootings of the End SARS protesters by the Nigerian Army was available.

The Head of the Legal Department of LCC, Mr Gbolahan Agboluwaje, made the revelation after Mr Abayomi Omomuwa, the Managing Director of LCC had been sworn-in to give evidence before the panel.

Agboluwaje explained that the LCC received a summons from the panel on Wednesday to appear before it and was also ordered to present the October 20 footage, an investigation report and any other document.

“We have the footage. We don’t have an investigation report because we know that investigations are ongoing, and we haven’t been able to provide any document,” Agboluwaje said.

“We had a very short notice, and we brought what we were able to lay our hands on.”

Agboluwaje also told the panel that due to the short notice of the summoning, the Managing Director (MD) of LCC, Mr Omomuwa, wouldn’t be able to testify because the company was yet to hire an external counsel to represent the MD.

Responding, Justice Doris Okuwobi (Rtd), the Chairman of the nine-man panel, granted Agboluwaje’shands-on request for a short adjournment.

Justice Okuwobi noted that the programme of the day for the panel was to visit the locus (scene of the Lekki Shooting) and to have proceedings based on their findings from the visit.

She said, “We were initially to take note of what we see at the locus and today’s proceedings were to be subsequent to what we see there.

“The panel will arise very shortly to visit the locus. The panel noted that it’s required of the witness to have a counsel of his choice. We’ll not take the proceedings of the visit to the locus until then.”

NAN reports that as at the time of filing this report, the panel had briefly risen to visit and inspect the Lekki Toll Plaza, the scene of the October 20 shooting.

The panel is also expected to reconvene to hear other petitions after its return from the visit to the toll gate.

The Inspector-General of Police, Mohammed Adamu, has asked the personnel of the force to protect themselves against attacks.

He said the men and officers have the right to defend themselves in case of physical danger.

The IGP spoke on Friday during an assessment tour of the Federal Capital Territory Police Command, Abuja, where he also encouraged the operatives who had abandoned the streets for the past five days following the killing of over 20 policemen in the violence that rocked the country.

Adamu alleged that the #EndSARS protesters were out to demoralise the personnel, adding that the government and the Nigeria Police Force would soon roll out packages for the families of the deceased officers.

He stated, “The unity of this country lies in the support that is given to police officers because if you are demoralised, the tendency is for criminals to take over the public space and the country is relying on us to make sure that the public space is not taken over by the criminals. So no amount of provocation, no amount of insult would make us shy away from our responsibilities.

“Inasmuch as we are aware that the government is behind us; so, we would encourage you to keep performing your duties. We would encourage you to be professional, to be civic, but if anybody touches you, if anybody comes to assault you, you can also protect yourself.

“When we talk of human rights, the police are human; so, the rights of police officers would also be protected. So, we are sending the message that legally, we have the right to protect ourselves.”

Details of Buhari’s meeting on Okonjo-Iweala with European Council President emerge

President Muhammadu Buhari on Friday held a video conference with Mr Charles Michel, President of the European Council, during which the latter reiterated Europe’s support for Nigeria’s Dr Ngozi Okonjo-Iweala as the next Director-General of the World Trade Organisation (WTO).

The President is leading Nigeria’s charge for Okonjo-Iweala, the country’s former Minister of Finance, to emerge as the first Black and female WTO DG.

President Buhari thanked the European Council for its support for Nigeria’s candidate.

Also discussed during the conference were issues bordering on debt relief for Africa, EU-African relations and recharge of Lake Chad, which has currently shrunk to less than one-third of its usual size.

The lake has reportedly thrown about 130 million people who depend on it for their livelihoods into dire straits.

Recharge of the Lake Chad basin is an issue the Nigerian President had vigorously canvassed for at different global fora in recent times.

President Buhari expressed appreciation to Mr Michel for expected positive developments on the issues raised.

The Lagos State Government has announced a further relaxation of the curfew imposed on the state from 6am to 10 pm with immediate effect.

“The curfew will now be from 10 pm till 6 am,” a statement from the Commissioner for Information and Strategy, Gbenga Omotoso added.

The commissioner said people can now go about their business between 6am and 10pm from Friday (today).

He made this known in a statement to give an update on the curfew earlier imposed on the state from 6am to 8pm.

The statement read, “The Lagos State Government has announced a further relaxation of the curfew imposed after the breakdown of law and order, following the hijack of the peaceful #EndSARS protests.

“The curfew will now be from 10pm till 6am.

“Governor Babajide Sanwo-Olu praises Lagosians for observing the curfew, which is expected to restore normalcy in our communities.

“He urges all Lagosians to go about their businesses in peace, even as they shun ‘actions that can threaten our unity’.

“The Governor advises purveyors of fake news to stop causing disaffection among Lagosians, who are well known for being peace-loving and friendly.”

How Nigerian Army Secretly Moved 20 Lekki Massacre Victims To IDH Mortuary

At least 20 bodies of EndSARS protesters massacred at Lekki Toll Gate, Lagos by operatives of the Nigerian Army on October 20, 2020, were on Friday secretly moved to the Infectious Disease Hospital (IDH) mortuary in Yaba.

SaharaReporters gathered that the Lekki massacre victims were moved to the IDH mortuary after a postmortem examinations was conducted on their bodies at the Department of Pathology and Forensic Medicine, Lagos State University Teaching Hospital, Ikeja.

The IDH mortuary is beside the 68 Nigerian Army Reference Hospital (68 NARHY), a military health facility in Yaba.

SaharaReporters recall that soldiers had last week Tuesday opened fire on the protesters, who had converged at the Lekki Toll Gate to protest against police brutality.

The incident triggered a global outrage, with calls for justice echoing from different parts of the world.

It was gathered that before the shooting started, some officials uninstalled the Closed Circuit Television cameras in the area.

The electricity at the protest area was also disconnected to prevent demonstrators from filming the attack.

Minutes later, heavily armed Nigerian Army personnel moved into the scene to complete the plan.

By the time sounds of their guns died down, dozens of protesters had been killed.

Though Lagos State governor, Babajide Sanwo-Olu, blamed ‘forces beyond our control’ for the attack, the Army in a statement later revealed that the soldiers were invited to the scene of protest by the governor.

Also soldiers involved in the operation confirmed they were drafted in for the mission on the request of the governor.

The soldiers, who were deployed from 65 Battalion, Bonny Camp, Victoria Island, Lagos, told some victims’ relatives after dumping some of the injured and dead at MRS Hospital that they were sent by Sanwo-Olu.

While the governor insisted that there were only two recorded deaths and no bloodstain at the scene of the protest, military sources told SaharaReporters that no fewer than 30 protesters died as a result of the shooting.

Meanwhile, a human rights advocacy group, Amnesty International, has released a timeline of the Lekki shootings, which it said followed an on-the-ground investigation into the incident.

In the timeline published on Wednesday, the rights groups said it uncovered how soldiers from Bonny Camp opened fire on protesters.

The new timeline of the incident chronicled from how the protest was peaceful, through the firing of gunshots, and up to the statement from Governor Sanwo-Olu that the army was responsible for the shooting.

Amnesty International said its investigation had confirmed that the Nigerian Army and police killed peaceful protesters in Lagos.

17 Killed As Bandits Attack Katsina Village

The police authorities in Katsina State have confirmed the death of 17 persons, including members of a vigilante group and one police officer. They were killed when bandits attacked Diskuru village, Dandume LGA of the state.

Confirming the incident, the Police Public Relations officer in Katsina, SP Gambo Isah, said the bandits were on a reprisal in the village.

“Last week, the bandits came, and they didn’t find it easy with the villagers, because about three of them (bandits) were killed.

“So they went and regrouped and came back, over 200 of them on motorbikes, each carrying AK-47 rifle; they even came with a General Purpose Machine Gun (GPMG),” DailyTrust quotes Isah to have said.

Isah added that the bandits killed at least 12 of the villagers and set many houses ablaze.

He said the DPO of the local government learnt about the situation and called for reinforcement from the military, Operation Sahel Sanity.

“Based on the intelligence that we had, we learnt that the bandits were going to pass through a cattle route that went into Faskari LGA.

“So we alerted the officers there, and they laid siege on the hoodlums and they, fortunately, ran into the siege,” he said.

He, however, said due to a large number of the bandits, they engaged in a gun duel with security operatives and forced themselves through the ambush.

“As a result of that, one of our security personnel lost his life, and the bandits killed four of the vigilantes. Reinforcement from the Air force was sought, and they came and followed after the bandits.

“The report I have here with me was that so many of them were killed by the fighter jets and our officers are still there combing the forest with the view to recovering the corpses of the bandits,” he added.

The Transmission Company of Nigeria (TCN) says the power sector has recorded an all-time national peak of 5,459.50MW.

A statement issued on Thursday by Ms Ndidi Mbah, TCN General Manager, Public Affairs, said the new record was achieved on Oct. 28.

The statement said the power generated was efficiently transmitted through the nation’s transmission grid at a frequency of 50.26Hz by 8.15 pm on the said date.

According to the statement, this milestone in the transmission is higher than any peak ever recorded in the nation’s power industry as of date.

It said the new peak surpassed the 5,420.30MW achieved on Aug.18 by 39.20MW.

Reacting to the development, Mr Sule Abdulaziz, acting Managing Director, TCN, commended all the players in the power sector value chain for the feat.

Abdulaziz attributed the gradual but steady improvement in the quantum of power delivery to collaboration by the sector players.

He added that the unbridled effort by the Federal Government, through the Ministry of Power, in setting the right environment for seamless operations contributed to the feat.

Abdulaziz expressed optimism that stakeholders in the sector would continue to work together toward ensuring the continued increase in the quantum of power available to consumers nationwide.

He noted that the TCN was committed to working with the generation and distribution companies to ensure sustained improvement in the sector for the benefit of the nation.
